In the Medium-Term Program (OVP) covering the next three years, it was emphasized that numerous regulations will be implemented, ranging from disaster insurance to the Supplementary Pension System (TES), from the Private Pension System (BES) to Supplementary Long-Term Care Insurance, and even Building Completion Insurance. Perhaps the most significant among these regulatory decisions, which concern very broad segments of the population, is the TES, which closely affects approximately 23 million workers and civil servants.

According to a report by Esin Çetinel from Dünya newspaper, the Medium-Term Program (OVP) includes the statement: "A supplementary pension system will be established, transforming the Automatic Enrollment System into a second-pillar pension system with employer contributions." The same program also emphasizes that legal regulations will be introduced to implement this system and that the Supplementary Pension System is set to launch in the fourth quarter of 2025.

Accordingly, the Automatic Enrollment System (OKS), which currently includes employees on an optional basis, will be expanded by law and relaunched at the end of 2025. Let us provide a brief reminder here: employees currently under the OKS contribute 3% of their earnings subject to premiums to the system, while the state contribution is applied at a rate of 30%.

The same Plan also emphasizes that legal regulations will be introduced to implement this system and that the Supplementary Pension System will be launched in the 4th quarter of 2025. In other words, the path is now being cleared for employees who have entered the private pension system through the Automatic Enrollment System (OKS) with both their own savings and state contributions to also receive contributions from their employers. Accordingly, private pension savings will be supported by contributions from the employee, the employer, and the state.
