A new labor force adaptation program for the unemployed is being launched in the public sector, requiring attendance '3 days a week' and providing a 'stipend'.
Accordingly, the unemployed will receive training within public institutions for the first month in areas such as childcare and afforestation.
Afterward, these individuals will work in public institutions for 3 days a week on the subjects they were trained in. Participants will be given a pocket money stipend for the program, which will last a maximum of 10 months. The funding will come from the unemployment insurance fund.
It is stated that the objective is to 'introduce individuals outside of working life to work discipline and integrate them into the employment world.'
According to the Labor Adaptation Program regulation published in the Official Gazette, the goal of the program is to provide the unemployed with the knowledge and skills that will enable them to be employed.
The training to be provided will be submitted by public institutions to the Turkish Employment Agency (İŞKUR) and will be initiated if deemed appropriate.
Training topics will include 'supporting activities for the care of the disabled, elderly, and sick, childcare services, agricultural production and livestock, afforestation, cleaning, maintenance, and repair activities for public spaces, recycling and waste disposal activities, protection and development of parks and green spaces, restoration of biodiversity and natural habitats, and support for sports and cultural activities.'
Institutions will be able to request quotas under this scope for up to 30 percent of their own insured personnel.
According to the report in Hürriyet, training will be provided for thirty-seven and a half hours per week during the first four weeks of the program, which translates to five days a week. The training will focus on vocational skills and personal development.
After the training is completed, these individuals will work in public institutions for 3 days a week, for a total of 22 and a half hours. In the final two weeks of the program, job search training will be provided. The duration of the labor force adaptation program will be a maximum of 10 months.
The daily pocket money amount to be given to participants has been determined by the İŞKUR Board of Directors. The payment to be made to each participant will be the amount calculated by multiplying the amount determined by the board of directors by the number of days of participation.
On the other hand, the Social Security Institution (SGK) premiums of the trainees will be reported based on the days of participation. No pocket money or social security premium payments will be made to participants for the days they take leave.
Who will be eligible to apply for the program?
Individuals who are 18 years of age or older, have not been insured for the last month, do not receive old-age or disability pensions, and have not participated in active labor force and unemployment insurance programs offered by İŞKUR will be eligible to apply for the labor force adaptation program.
There will also be a household income requirement for the application; this requirement may be set such that the household income is between the net minimum wage and 4 times the net minimum wage. İŞKUR will make the decision regarding this matter.
Daily net amount is 566.73 liras
It is envisaged that the duration for participants to benefit from the program, prepared as a result of the work carried out by the Ministry of Labor and Social Security, will be 140 actual days.
The program will be implemented at 37.5 hours per week for the first four weeks due to intensive training, and 22.5 hours per week in the following weeks; within this scope, the daily net amount to be paid to Labor Adjustment Program participants will be 566.73 Lira.
