THE CONCEPT OF 'ATM CIVIL SERVANT' WILL BE ELIMINATED
Furthermore, it will be ensured that dismissed civil servants and managers are utilized more efficiently. In this sense, the concept of the 'ATM civil servant' (ghost employee) will be completely eliminated.
It is planned that personnel such as general managers, department heads, and deputy general managers who have been removed from their posts in ministries will be required to attend work and be utilized in effective roles.
In this regard, a commission established within the Presidency will examine the malfunctioning aspects of units in the ministries. The measures to be taken in this context will be presented as a report and implemented.
In the recruitment of civil servants for the public sector, priority will be given to contract personnel, known as 4b civil servants.
Institutions will be granted contract personnel positions instead of civil servant positions for initial recruitment, and civil servant quotas will be used for lateral transfers.
An opportunity for inter-provincial relocation and inter-institutional temporary assignment is being introduced for approximately 1 million public workers. Thus, personnel shortages will be addressed, and disruptions in service will be prevented.
A disciplinary amnesty for civil servants under certain conditions may also come back onto the agenda.
