The hikes to be applied to taxes, fees, and fines for the year 2025 will be calculated based on the Revaluation Rate (YDO), which will be determined by the October inflation data from TUIK.

This rate will lead to increases in many items such as traffic fines, Motor Vehicle Tax (MTV), passports, driver's licenses, and international departure fees.

Tax Expert Ozan Bingöl stated that the Revaluation Rate will be finalized in November, saying, "We will see what the Revaluation Rate is on November 3, 2024. According to projections, we expect an increase of approximately 44 percent in taxes, fees, and fines in 2025."

Bingöl stated that while the President has the authority to reduce certain taxes and fees, this power is rarely exercised, adding, "The President has the authority to reduce or increase rates, but this does not apply to traffic fines. Traffic fines will increase at the same rate as the Revaluation Rate."

At the beginning of 2025, significant hikes are expected in various official fees and vehicle inspection charges, particularly alongside property, environmental cleaning, and motor vehicle taxes.

Bingöl stated that the departure tax for traveling abroad could increase from 500 liras to 720 liras, and the fee for bringing a mobile phone from abroad could rise from 31 thousand 692 liras to 45 thousand 636 liras.

Tax expert Ozan Bingöl projects that the Motor Vehicle Tax (MTV) for a 1-3 year old car with an engine capacity of up to 1.6 liters will increase from 5,851 Turkish Lira to 8,425 Turkish Lira. The lowest radar speeding fine is also estimated to rise from 1,506 Turkish Lira to 2,160 Turkish Lira.

Bingöl stated that fixed taxes, as well as penalties, duties, and fees, are increased at the beginning of each year by the Revaluation Rate. This rate is calculated based on the twelve-month average of the domestic producer price index (D-PPI).

According to the Tax Procedure Law, the President has the authority to increase or decrease the Revaluation Rate for taxes and fees by up to 50 percent. However, this authority cannot be exercised for certain items, and the announced Revaluation Rate becomes final for these items.
