Pensioners may not receive a raise: Social Security expert Özgür Erdursun explains the major risk affecting 3 million people
The salary increase rate for millions of civil servants and pensioners will be finalized once the 6-month inflation difference is determined. With October, the four-month inflation figure has emerged. Total inflation for July, August, September, and October was calculated at 12.06 percent. The final rate will be determined alongside November and December inflation figures. Social Security expert Özgür Erdursun provided evaluations to 12punto regarding the raise rates. Erdursun stated that the base pension could be 15,000 TL.

“THE LOWEST PENSION WILL BE 15,000 TL”
Starting with the year-end inflation forecast, Erdursun said, “Assuming inflation will be 44-45 percent, a 17 percent raise could be applied to SSK and BAĞ-KUR retirees, and a 12 percent raise to civil servants and civil servant retirees."
"I think the base pension will be increased from 12,500 TL to 15,000 TL. Accordingly, while the lowest pension will be 15,000 TL, the highest pension will be 85,000-88,000 TL,” he said.
"3 MILLION RETIREES WILL NOT RECEIVE A RAISE"
Stating that approximately 3 million retirees will not see a raise due to the base pension adjustment, Erdursun said, “The lowest pension is currently being topped up to 12,500 TL. If there is no change to this 12,500 TL, the pensions of those with a base pension of up to 10,700 TL will not change in 2025."
"Those with up to 10,700 TL will receive an inflation adjustment but will remain at 12,500 TL. In other words, approximately 3 million people will not receive a raise."
"The 12,500 TL lowest pension also needs to be evaluated separately. A legal regulation is required for this."
"If no legal regulation is made, those whose base pension is below 10,700 TL and is topped up to 12,500 TL will not see a change in their pensions even if they receive an inflation adjustment; they will remain at 12,500 TL."
"Whatever amount they receive above this, for example, if a person in SSK or BAĞ-KUR receives 15,000 TL, their pension will increase by 2,550 TL and rise to 17,550 TL,” he explained.
WHO WILL NOT BENEFIT FROM THE RAISE?
Addressing the pension adjustment for retirees who are not affected by the raise, Erdursun said, “Individuals may receive pensions of 6,000 TL, 7,000 TL, or 8,000 TL based on their own premiums. However, these base pensions are topped up to 12,500 TL."
"For example, if a person's base pension is 8,000 TL, when you add a 17 percent inflation adjustment to this base pension, it rises to 9,360 TL and is topped up to 12,500 TL. The lowest topped-up pension of 12,500 TL will still receive 12,500 TL,” he concluded.
