Striking statements were included in the Forensic Medicine Institute's report. The report stated, 'Although the intensive care conditions did not meet the requirements for level 3 intensive care, newborn babies were admitted by presenting it as level 3 intensive care, and a follow-up and treatment process conducted under inappropriate conditions was organized.'
