First 15 articles of the 11th Judicial Package accepted! Path to release for 55,000 people
The first 15 articles of the 11th Judicial Package, which is expected to offer the possibility of release to 55,000 convicts, have been accepted by the TBMM Justice Commission.

The TBMM Justice Commission has begun deliberations on the 11th Judicial Package, which includes a regulation related to the Covid period that provides the opportunity for a 3-year early transition from closed prisons to open prisons, and from open prisons to supervised release for crimes committed on or before July 31, 2023.
The first 15 articles of the regulation, officially titled the Draft Law on Amendments to the Turkish Penal Code and Certain Laws, have been approved by the commission.
FRAUD CASES TO BE HEARD IN CRIMINAL COURTS OF FIRST INSTANCE
According to the articles accepted by the commission, trials related to the crime of "fraud" will now fall under the jurisdiction of criminal courts of first instance.
With the regulation made in the Law on the Establishment, Duties, and Powers of Judicial First Instance Courts and Regional Courts of Justice, it is aimed to prevent jurisdictional disputes arising from the handling of "fraud" and "qualified fraud" crimes, which are included in the TCK (Turkish Penal Code), in different courts.
MENTAL ILLNESS ARTICLES IN THE TCK
With the amendment made to the provision of the Turkish Penal Code regarding "mental illness," it is envisaged that in cases where individuals with partial mental illness have criminal liability, both the execution of the prison sentences imposed and the application of security measures specific to the mentally ill will be carried out. Accordingly, a security measure will also be ruled for the person concerned.
In this context, the periods of being kept under observation in health institutions will be at least one year for crimes subject to aggravated life imprisonment and life imprisonment, and at least 6 months for crimes requiring imprisonment with an upper limit of more than 10 years.
REGULATIONS MADE IN OTHER LAWS
Among the articles included in the package are various amendments to the Enforcement and Bankruptcy Law and the Attorneyship Law.
COMMISSION TO CONTINUE DELIBERATIONS
Following the acceptance of the first 15 articles of the proposal, Commission Chairman and AK Party Istanbul Deputy Cüneyt Yüksel announced that the deliberations would resume at 18:00.
