Irregularities at AKP-run Konya Metropolitan Municipality: Operations conducted without licenses

The Court of Accounts, which audits the AKP-run Konya Metropolitan Municipality, has identified numerous irregularities. The 2022 Court of Accounts reports regarding municipalities and their affiliated administrations have been released. The report identified numerous irregularities, including the AKP-run Konya Metropolitan Municipality allocating vehicles to public institutions without a municipal council decision, granting minibus routes without a tender, and operating some of the workplaces it leases without licenses.

The Court of Accounts reports for 2022 regarding municipalities and their affiliated administrations have been published. It was reported that the Konya Metropolitan Municipality committed repeated irregularities.

According to the report by Müslüm Evci from Sözcü, auditors examining the accounts and transactions of the AKP-run municipality determined that 118 of the 662 workplaces leased by the municipality were operating without business opening and operating licenses.

Allocated without council decision

The report stated that there was no municipal council decision for the vehicles allocated by the municipality to public institutions and organizations.

Underreported in timesheets

Furthermore, reports emerged indicating that workers' overtime rights were being violated. Examinations revealed that the overtime records (working hours) of some workers employed by the municipality did not match their workplace entry/exit logs, and that they were underreported in the timesheets despite more overtime being worked.

The examinations also found that some travel allowance declarations for domestic or international assignments lacked signatures or were missing them entirely, yet payments were still made.

No financial services experts

The report also emphasized that no financial services experts or assistant financial services experts were employed at the municipality.

When the accounting accounts and records of the AKP-run municipality were examined, it was also disclosed that some business advances and credits were not closed within the required timeframes.
