Major crisis in CHP: Lawyer without a degree appointed

A striking allegation regarding a diploma has emerged concerning lawyer O.D., who was appointed to the new disciplinary board of the CHP Kayseri Provincial Administration. It has been learned that the law degree O.D. received from a private university in Istanbul was revoked by a court decision dated October 28, 2025.

The process extended to Kayseri following changes in the CHP administration after a decision by the Ankara Regional Court of Justice. While Okan Marzıoğlu was appointed as the Kayseri Provincial Chair by the Kemal Kılıçdaroğlu administration, the new provincial administration and disciplinary board were formed on July 12. Lawyer O.D. was included in the disciplinary board within this scope.

REASON FOR DIPLOMA REVOCATION

According to the information provided, O.D. graduated from a high school in Kayseri in 2011. It was stated that he later received a diploma from a high school in Russia in 2019. It was noted that O.D. enrolled in the law faculty of a private university in Istanbul by utilizing the opportunities granted to those who complete high school abroad, and subsequently graduated from there.

The reason cited for the revocation of the diploma was the provision stating that citizens of the Republic of Turkey who have completed their entire high school education in Turkey cannot apply under the scope of international student admission.

It was stated that the revocation decision included the phrase, "Since it is understood that O.D. completed his high school education entirely in Turkey, an equivalency certificate should not have been issued to him."

It was reported that O.D.'s appeal against the decision was rejected by the Istanbul 6th Administrative Court, and no results were obtained from the appeal application. It was noted that the file has been moved to the Council of State.
