Mandatory legal counsel for high-value title deed transactions
A requirement for legal counsel is being introduced for title deed transactions of 30 million Turkish Lira and above. The Ministry of Justice is preparing to improve the rights and income of lawyers as part of a new judicial package.

Minister of Justice Akın Gürlek hosted the President of the Union of Turkish Bar Associations, Erinç Sağkan, and his delegation at his office, where he made statements regarding new initiatives that closely concern the legal community.
In his assessment following the meeting, Gürlek stated that the demands and expectations of lawyers, who are the representatives of the defense, were addressed. The Minister emphasized that the ministry is striving to resolve problems in the justice system within the framework of close cooperation with the bar association. Thanking Sağkan and his team for their visit, Gürlek expressed that more effective steps will be taken through the unity of the legal community.
Drawing attention to the indispensable role of the legal profession in the judicial system, Gürlek said, "Our lawyers are very important within this family. We have 209 thousand lawyers. In judicial processes, the defense counsel, our lawyers, are very important."
According to information provided by ministry sources, regulations including improvements to the personal rights and financial status of lawyers will be made within the scope of the 12th Judicial Package, which is currently under preparation. Gürlek stated that they are aware of the economic problems faced by lawyers and therefore want to take concrete steps with the new package.
With the regulation expected to be submitted to the Grand National Assembly of Turkey (TBMM) soon, transactions involving high financial value in title deeds will enter a new era. Accordingly, it will be mandatory for both parties to have legal counsel present in title deed transactions with an amount exceeding 30 million Lira. This practice is intended to contribute both to the protection of the parties' rights and to the strengthening of the role of lawyers in the sector.
On the other hand, the ministry will not be limited to the title deed regulation with the 12th Judicial Package. Among the steps to be taken to accelerate judicial processes, new practices such as notary assistantship are also planned to be included in the package. These planned innovations in the Turkish legal system are attracting the attention of both citizens and the legal community.
