Question for Minister of Justice Akın Gürlek regarding Fatmanur Çelik: 'Was a detention measure applied?'

In a tragic incident that occurred on the night of March 2 in Zeytinburnu, Istanbul, Fatmanur Çelik and her eight-year-old daughter Hifa İkra Şengüler were found dead. Following the incident, which caused a major public outcry, CHP Spokesperson Zeynel Emre requested statements from Minister of Justice Akın Gürlek and Minister of Family and Social Services Mahinur Özdemir Göktaş regarding the developments. Comprehensive questions regarding the processes and measures taken were directed to both ministers through separate parliamentary questions submitted to the Grand National Assembly of Turkey (TBMM).

THE INVESTIGATION PROCESS WAS QUESTIONED

Emre pointed out that in the case, which the public has been following with outrage, there were allegations of severe sexual abuse against Fatmanur Çelik's ex-husband, A.Ş., and that Çelik had been bringing these allegations to the agenda for a long time. Recalling that the mother had held a justice vigil in front of the courthouse and frequently expressed her concerns about her safety, Emre asked whether her important warnings had been ignored.

Emphasizing the statements of Fatmanur Çelik, who said, "If something happens to me, do not call it suicide," Emre stated that it must be revealed whether all institutions did their part to clarify the incident.

The questions directed to Minister of Justice Akın Gürlek included the following topics:

• The start date, procedural stages, and judicial actions carried out so far regarding the sexual assault and abuse investigation files initiated against Fatmanur Çelik's ex-husband, A.Ş.;
• The outcome of the threat complaints made to judicial authorities regarding her safety and the protective measures applied;
• Whether a detention measure was applied against A.Ş., and if not, the reasons why;
• Whether the autopsy, crime scene investigation, camera footage, HTS data, and digital material examinations have been completed;
• Whether the influence of third parties regarding the incident is being investigated;
• The justifications for the confidentiality and publication ban decisions brought to the file;
• Whether any prosecutors, judges, or relevant personnel are under investigation for possible judicial negligence or delays.

In the motion he submitted to the Ministry of Family and Social Services, CHP's Emre focused on the protective and supportive measures applied before the family's death. He asked when the first application was made to the ministry and the relevant provincial directorate, and what protection steps were taken until March 2, 2026.

He questioned how many social assessments, expert interviews, and home visits were conducted regarding the child's health and counseling processes, and which mechanisms and measures the ministry activated in line with the risk reports Fatmanur Çelik voiced in public.

Emre also demanded "the sharing of the content of the documents, social assessment reports, and expert evaluations that form the basis of the claim in the ministry's statement that 'the mother rejected the guidance'."
