Village headman killed over 'water bill'

Mehmet Başoğlu, the headman of the Baylar neighborhood in Kuzyaka village, located in the central district of Kastamonu, allegedly wanted to collect water bill payments from houses in the neighborhood. 

Mehmet D., who served as the headman of the same village between 2014 and 2019, stated that he would not pay the water bill. Following this, a dispute broke out between Mehmet D. and Başoğlu over the phone. After the argument, Başoğlu went to the home of a resident in the neighborhood with his council member to collect the water bill. 

At that moment, Mehmet D. arrived in front of the house where Başoğlu was located and opened fire with a pump-action shotgun. The headman, who was struck by bullets while waiting in the garden, lost his life at the scene. Upon notification by citizens who witnessed the incident, gendarmerie and medical teams were dispatched to the village. Following the examinations at the scene, Başoğlu's body was taken to the Kastamonu State Hospital morgue. 

HE HAD A CRIMINAL RECORD

Efforts have been initiated by gendarmerie teams to apprehend the murder suspect, Mehmet D., who served as the headman in the same neighborhood between 2014 and 2019. It was learned that the murder suspect has a prior criminal record for 'murder'. 

The investigation into the incident is ongoing.
