AKP's revision to the 'Presidential Government System' leaked from behind the scenes! Some of the President's powers to be transferred to the Cabinet, Undersecretaries to replace Deputy Ministers

While preparations for a new constitution continue within the AKP, efforts are also underway to change certain aspects of the Presidential Government System. Reports prepared by some party strategists suggest a comprehensive revision rather than a complete overhaul of the current system.

According to a report by Besti Karalar from Ekonomi Gazetesi, the studies particularly highlight topics such as increasing the powers of the Grand National Assembly of Turkey (TBMM), selecting ministers from among members of parliament, and transferring some of the President's powers to the Cabinet.

MINISTERS TO BE SELECTED FROM PARLIAMENT

According to the prepared reports, the new regulation plans for ministers to be appointed from among members of parliament. Ministers will retain their parliamentary seats but will not be able to vote in the TBMM General Assembly or committee sessions.

In return, it will be mandatory for ministers to participate in committee and General Assembly sessions where legislative proposals related to their areas of responsibility are discussed.

REGULAR OVERSIGHT TO BE APPLIED TO MINISTERS

The study also envisions a new mechanism for the oversight of ministers by the TBMM.

It is planned for ministers to respond to oral questions from members of parliament in the General Assembly twice a month. Additionally, it is proposed that oversight issues be addressed for one hour every other Tuesday.

While it is envisioned that two ministers will attend General Assembly oversight sessions each month to answer oral questions, it will be made mandatory for all ministers to attend these sessions at least once per legislative term.

SOME OF THE PRESIDENT'S POWERS TO BE TRANSFERRED TO THE CABINET

The study prepared by AKP strategists also includes the transfer of some of the President's current powers to the Cabinet.

Accordingly, it is planned that some decisions will be signed jointly by the President and the Cabinet, while others will be issued solely with the signature of the Cabinet.

UNDERSECRETARIAT INSTEAD OF DEPUTY MINISTRY

The report also contains evaluations regarding the deputy ministry system.

Stating that criticisms within the AKP regarding the failure of deputy ministries to show the expected performance have increased, it is proposed that these positions be abolished and the undersecretariat system be re-established.

"NEW CONSTITUTION WILL PASS WITH 400 VOTES"

In their evaluations regarding the adoption of the new constitutional amendment in Parliament, AKP strategists stated that the adoption of the framework law with 467 votes within the scope of the 'Terror-Free Turkey' goal has created a new political atmosphere.

The strategists stated, "Following the framework law, which was accepted with a record 467 votes in the 'Terror-Free Turkey' goal, a new atmosphere has emerged in Parliament. Even if a new constitutional amendment does not reach the 467-vote threshold, it will be accepted with over 400 votes. We must evaluate this atmosphere. We are working on how to revise the system. The Presidential Government System will not change completely, but there will be a visible revision, especially in Parliament. We have also included the revision of the system in our 25th Year Vision Documents."
