According to a report by Sözcü, while Yılmaz defined the budget with themes of stability and prosperity, he used the word "growth" exactly 60 times in his speech. In contrast, tradespeople were mentioned only five times, minimum wage earners and civil servants three times, and workers four times. Retirees were mentioned only six times in the 60-page budget text.
