CHP objects to final report: 'If we had written it, we would have used different terms'

The final report of the commission established in the Grand National Assembly of Turkey regarding the Imrali Process has been adopted. Following the adoption of the report, the CHP shared its reservations regarding the text with the public.

“THE INITIAL SECTIONS ARE NOT ACCEPTABLE TO THE CHP”

CHP Group Deputy Chairman Murat Emir voiced his objections, particularly regarding the opening sections of the report. Stating that the first five chapters of the adopted text reflect the ideological approach of the political power, Emir used the following expressions:

“The first five chapters of the commission report adopted today are a text that we do not find satisfactory, as they contain the ideological political line of the political power and utilize that language.”

“IF WE HAD WRITTEN IT, WE WOULD HAVE USED DIFFERENT TERMS”

Stating that they made efforts to have changes made to the relevant sections of the report, Emir conveyed the CHP's approach with these words:

“We tried to make some corrections, but of course, if we had written these sections, we would have written them differently and preferred other terms.”

Emir emphasized that the 6th and 7th chapters of the report are significant for the CHP. He stated that the regulations included in these sections are aimed at strengthening social peace and defining the steps that the Parliament needs to take. For this reason, Emir said they decided not to escalate their reservations regarding these specific headings.

Listing the concrete headings of the report regarding democratization, Emir drew attention to the following regulations:

Limiting the appointment of trustees in accordance with the requirements of a democratic society, electing a new deputy mayor from within the municipal council in the event that a mayor is removed from office, full compliance with the decisions of the Constitutional Court and the European Court of Human Rights, the establishment of effective mechanisms to ensure the implementation of these decisions, the implementation of the principle that detention should be the exception, and the removal of administrative and judicial obstacles against arrests made with political motives.

“CHAPTER 7 WAS INCLUDED IN THE REPORT AT THE INSISTENCE OF THE CHP”

Murat Emir stated that the 7th chapter, which contains proposals regarding democratization, was included in the report largely as a result of the CHP's insistence.

Emir expressed that they expect the political power to remain committed to the proposals in the report regarding democratization, the rule of law, and the reconstruction of justice in the period ahead. He emphasized that many issues, from the implementation of Constitutional Court and ECHR decisions to the practice of appointing trustees, and from making trial without detention the basis to ensuring that arrest is not turned into a preemptive punishment, must be corrected as soon as possible.
