Critical day in Parliament for the reconciliation process: Striking claim regarding Öcalan following the framework law

The framework bill prepared within the scope of the second reconciliation process, dubbed "Terror-Free Turkey," has reached its final stage.

According to a report by the pro-government newspaper Türkiye Gazetesi, the proposal is expected to be submitted to the Speaker of the Grand National Assembly of Turkey (TBMM) today and subsequently addressed by the Justice Committee.

It is stated that the regulation is aimed to be passed by Parliament by August 13 by being brought to the General Assembly agenda, provided that a consensus is reached with the opposition. It was expressed that the AKP, MHP, and DEM Party have agreed on the draft, and that positive messages regarding the process have also come from the CHP.

According to the report, the implementation of the law will be conditional upon the confirmation and verification of the disarmament process. At this stage, the assessment of the National Intelligence Organization (MİT) and the National Security Council (MGK) will be decisive. If a positive opinion is formed, the regulation is expected to enter into force with a presidential decree.

WILL REMAIN IN EFFECT FOR 6 MONTHS OR 1 YEAR

It is anticipated that the law will remain in effect for 6 months or 1 year from its effective date. During this period, it is planned to carry out returns in stages, for those without a criminal record to join society without receiving a sentence, and for those with a criminal record to be subject to legal evaluation according to the nature of the crimes they committed.

REGULATION ENVISAGED FOR PRISONS

According to the information provided, it is expected that charges against those in prison who have only been convicted of membership in a terrorist organization, aiding and abetting, terrorist propaganda, or affiliation-related crimes will be dropped. The release of individuals within this scope is on the agenda.

It is noted that a different path will be followed for terrorists stated to have been involved in acts such as bombing, wounding, or killing. For these individuals, it is envisaged that the charge of "membership in a terrorist organization" will be dropped, but the execution of sentences given for other crimes they committed will continue. The possibility of release will also be evaluated if the time spent in prison covers the sentence related to these crimes.

TERRORIST LEADER TO MAKE A NEW CALL

In the report, it was also claimed that the leader of the terrorist organization PKK, Abdullah Öcalan, will make a new call to organization members after the law enters into force, requesting them to return to Turkey.

On the other hand, it is stated that the enactment of the regulation will not mean that the PKK-KCK will be removed from the list of "terrorist organizations." In assessments based on AKP sources, it is expressed that the fight will continue against those who act against the process by continuing terrorist acts or who turn to different structures that are continuations of the PKK.
