The İmralı Process has become even more complex as legislative arrangements have been suspended, despite the parliamentary commission completing its report. The process is bringing disagreements and mutual accusations within the government to light, and the debates continue.
The state is conditioning the process on the terrorist organization PKK emptying its caves, while the terrorist organization wants legislative arrangements to be prioritized. The continuation of this deadlock is deepening further with successive statements from both the ruling party and the DEM Party.
HAS THE PROCESS STALLED?
According to a report by Nuray Babacan, while detailing the latest situation regarding the process, she emphasized the existence of differing views within the AKP. Babacan stated that some senior party members argue that too many concessions are being made to Öcalan. Additionally, claims have surfaced that the instruction to empty the caves was given by Öcalan. Babacan conveyed the following views expressed by party officials:
“This process is working against us. We are talking about an early election decision a year from now. Well, with whom will we make this election decision? We cannot be successful without the support of the DEM Party.”
“One group says, ‘Let the security mechanism decide; let us not enact the laws until there is confirmation that weapons have been completely laid down.’ Normally, you would expect this approach from the security bureaucracy and state institutions, but this time there are those in politics who are resisting.”
“Some politicians and bureaucrats say, ‘Let us enact the law, include the condition of surrendering weapons in it, and let the security mechanism operate accordingly.’ In the end, a decision will be made and there will be no turning back. If there is a reversal, this path cannot be taken again.”
THE FUTURE OF THE PROCESS DEPENDS ON THAT DECISION
According to Babacan, the future of the process will be shaped by decisions to emerge from the MİT, the Ministry of National Defense, and the Palace. It is noted that the AKP's top management is not decisive at this point, and it is stated that if the government does not take any steps regarding Öcalan's status, the deadlock in the process will continue for some time.
“DEM PARTY IS NEEDED FOR EARLY ELECTIONS”
Experts following the İmralı Process state that bringing the process to a conclusion is mandatory for the government. It was emphasized that the process must be completed and legislative arrangements must be made. At this point, it is stated that the support of the DEM Party is required for an early election decision to be taken. Furthermore, it is noted that at least 6 months are needed for the process to conclude following the legislative arrangements and for the public perception that ‘they released the terrorists’ to be broken.
