Does Hamas want to establish a 'secret base' in Turkey?

According to a report by Anshel Pfeffer in the prominent British newspaper The Times, a document discovered by Israel states that Hamas, in its desire to establish a secret base in Turkey, planned to "coordinate attacks against Israeli targets in neighboring countries, including NATO members."

The document in question was found in the home of Hamza Abu Shanab, the chief of staff to Hamas leader in Gaza, Yahya Sinwar. The document, which the newspaper states it has seen, asserts that "there is no option other than to make efforts to establish military bases that will serve as a base for special operations to strengthen resistance forces militarily, diplomatically, and morally."

The document, which is alleged to have been found, states, "Therefore, we propose the establishment of a security branch that can carry out future intelligence and military operations abroad." However, it remains unclear who authored the document that Israel claims to have found.

According to the allegations, the document outlines a 3-year plan. As reported by Dünya, the goal here is "to establish numerous military cells and safe houses in many countries." This would be followed by "training these cells and planning sabotage and assassinations."

While the targets for assassination are identified as "officials and commanders of the Mossad," Israel's foreign intelligence agency, and "influential Israelis," the document also mentions "sabotage of maritime vessels" and "kidnapping" operations.

The report, which states that "the plan includes details regarding funding and personnel for establishing the base in Turkey," notes that it is unclear whether the plan was implemented before the "Al-Aqsa Flood" attack carried out by Hamas's armed wing, the Izz ad-Din al-Qassam Brigades, on October 7.
