The National Solidarity, Brotherhood, and Democracy Commission, established in the TBMM, has concluded its long-running work and prepared a comprehensive 68-page report.
NO 'RIGHT TO HOPE' HEADING IN THE REPORT
The report, which will come to the parliamentary agenda today, emphasizes universal principles of criminal law in the regulation of execution periods, but does not contain an explicit heading regarding the 'right to hope.' However, proposals for changes in execution law and the penal regime are expected to be brought to the agenda.
According to a report by Veli Toprak from Sözcü, the report also highlights the statement, “No act that does not contain violence should be considered a terror crime; acts related to freedom of thought, expression, and assembly should not be punished.” It is stated that with legal regulations, the path could be cleared for the release of some CHP mayors, Gezi prisoners, and former HDP Co-Chair Selahattin Demirtaş.
'LEGAL GUARANTEE' FOR THE ACTORS OF THE PROCESS
While demands for comprehensive legal guarantees for those involved in the process are being voiced, it is emphasized that judicial proceedings must be carried out regarding members of the organization.
Following the commission's report, legal amendments concerning the Turkish Penal Code (TCK), the Anti-Terror Law, the Criminal Procedure Code, and the execution regime are expected to be brought to the agenda.
EVEN IF ÖCALAN IS RELEASED, HE WILL CONTINUE TO STAY IN İMRALI
According to the commission's assessments, in the event of a possible release of PKK leader Abdullah Öcalan within the framework of the 'right to hope,' it is stated that he would not be able to live in a major city for security reasons, and that staying in a house on İmralı Island could emerge as one of the options. In this context, new arrangements such as organizing visits to the island and providing communication via the internet have been opened for discussion.
FETÖ CONVICTS TO BE RELEASED NO EARLIER THAN 2046
Chief Advisor to the President Mehmet Uçum, in his statement regarding the possible 'right to hope' regulation, expressed that if this right is granted, FETÖ convicts could be released no earlier than 2046.
ÖCALAN HAS BEEN IN İMRALI FOR 27 YEARS
For convicts who have received an aggravated life sentence and have spent 25 years in prison, the 'right to hope' allows for release on parole after being evaluated by a board under appropriate conditions. PKK leader Abdullah Öcalan has also been in prison for 27 years since 1999.
JOINT CALL TO LEADERS FROM DEM PARTY
DEM Party Co-Chair Tuncer Bakırhan, at his party's parliamentary group meeting, once again called on all political leaders to meet for social peace. Using the expressions, “Let us put our differences aside. Let us come together as political leaders for the good and peace of Turkey and discuss the solution,” Tuncer Bakırhan proposed a summit hosted by AKP Chairman and President Recep Tayyip Erdoğan. Bakırhan also argued that Öcalan's status and working conditions should be secured through official and legal regulations.
