Framework bill regarding the resolution process opened for signature by AKP deputies

The legislative stage has been reached for the framework bill regarding the new opening process, which the government calls a "Terror-Free Turkey" and the DEM Party calls "Peace and a Democratic Society." The proposal has been opened for signature by AKP deputies.

In a notice sent to deputies under the signature of AKP Group Chairman Abdullah Güler, it was stated that a decision had been made for the "Framework Bill" to be signed in full by all deputies.

The notice stated that the proposal must be signed by 5:00 PM on Tuesday, August 4, 2026.

Following the completion of the signatures, the proposal is expected to be submitted to the Speaker of the TBMM. It was reported that the AKP will contact political parties to provide preliminary information before the proposal is submitted to Parliament.

It was reported that an evaluation meeting held on Monday, August 3, at the Speaker of Parliament's residence was chaired by Speaker of the TBMM Numan Kurtulmuş, and was attended by AKP Deputy Chairman Efkan Ala, AKP Group Chairman Abdullah Güler, and other relevant figures. It was learned that the final preparations for the proposal and the legislative calendar to be followed in Parliament were discussed at the meeting.

Güler is expected to meet with representatives of political parties with groups in Parliament on Monday and Tuesday to provide information about the content of the proposal. While the schedule for the meetings has not yet been finalized, it was stated that the draft text will not be shared during these contacts; only information regarding the scope of the proposal will be provided.

OPPOSITION EMPHASIZES THE DRAFT

YENI Party Group Deputy Chairman Murat Emir said they had received a meeting request from the AKP regarding the law. Stating that the draft had not been shared with them, Emir said, "It is contrary to reason for us to say whether we support or do not support a draft law that we have not seen, let alone sign it."

Emir emphasized that the draft must be shared in a concrete form so that the opposition's criticisms and contributions can be received. Stating that they did not reject the AKP's meeting request, Emir said the request did not come "as it should have."

The DEM Party Imralı delegation shared the message of Abdullah Öcalan, whom they met with on Sunday, regarding the framework law process on Monday, August 3. According to the note conveyed by the delegation, Öcalan stated, "We are at the beginning of a democratization process that will be at least as important as the founding of the Republic."

Kemal Kılıçdaroğlu, who was brought to the position of CHP Chairman by a court decision, also stated in a statement at the CHP Headquarters that the process should be carried out with the TBMM at the center and on a legal basis.

Stating that the solution must include four basic dimensions, Kılıçdaroğlu listed the headings as the verifiable disarmament and liquidation of the armed organization, democratic and legal reforms, a regional security arrangement covering the future of related armed structures in Iraq and Syria, and a sovereignty strategy that will limit foreign interventions.

Saying that the issue is not limited only to laying down arms or the dissolution of the organization, Kılıçdaroğlu said, "The end of terror and the unitary state structure are our red lines." Kılıçdaroğlu expressed that lasting social peace can be established on the basis of law, democracy, and equal citizenship.
