According to the report by Cengiz Karagöz from Halktv, the tender was opened on December 19, 2025, for the "procurement of various types and quantities of construction machinery and vehicle rental services for 2 months." Another point that drew attention was that the tender, which sparked controversy for allegedly hindering competition, was conducted via the "negotiated procedure."
Ahmet Sarı and İsmail Sarı, the owners of Sarılar İnşaat, who were detained in the fifth wave of the operation conducted against the Istanbul Metropolitan Municipality, had been arrested on charges of "bribery" and "membership in a criminal organization."
However, it was decided that the Sarı brothers would be released in line with their statements after they applied to the prosecutor's office on May 27, 2025, requesting to benefit from effective remorse. It was reported in the media that Ahmet Sarı said in his statement, "I paid bribes for my business."
Following the release of the Sarı brothers under the scope of effective remorse, Zenit Yapı Sanayi ve Ticaret Anonim Şirketi won a massive tender from the Beykoz Municipality.

While the Beykoz Municipality, which put the tender out, faced criticism regarding the awarding of this 139 million TL contract to Zenit Yapı, the fact that it was conducted via the "negotiated procedure" also brought further controversy.
