The extraordinary congress of the PKK, which came to the agenda following the "dissolve yourself" call by terrorist leader Abdullah Öcalan, has gained clarity after weeks of uncertainty.
Following intense contacts between the DEM Party's Imralı delegation and the government, it was reported that the congress will convene in Northern Iraq on Sunday, April 27.
ADDRESS OF THE CONGRESS: BİNAR RURAL AREA
The congress is planned to be held in the Binar rural area of the Köysancak district, which is affiliated with the Erbil region of Northern Iraq. The region is under the control of the PKK due to its geography intertwined with the Qandil Mountains.
According to Özgür Cebe from Sözcü, it was stated that the 600-person so-called PKK Assembly, the military council and command staff of the HPG, and cadres consisting of the KCK Presidential Council will attend the congress.
PARTICIPATION WILL BE INTERNATIONAL
In addition to Iraq, there will be participation from Syria, Europe, and Turkey. It is also being discussed that the congress could alternatively convene in the regions between Sayid Sadiq, Penjwen, and Sharbazher, which are affiliated with Sulaymaniyah.
CONGRESS WILL LAST 3 DAYS
It was reported that the congress, where the process of the PKK laying down arms and ending its activities will be discussed, will last for three days. Terrorist organization sources had requested legal guarantees before the congress, specifically asking for a "protective shield for neutralized terrorists."
RESULTS WILL BE PRESENTED TO ÖCALAN
It was learned that the decisions to be taken after the congress will be conveyed to Abdullah Öcalan. In this context, it was stated that DEM Party Co-Chair Pervin Buldan and Öcalan's lawyer Faik Erol, who went to Imralı in recent days, exchanged information regarding the location, date, and participation of the congress.
PREPARATION FOR LEGAL REGULATION
The relaxation of Article 314/2 of the Turkish Penal Code for terrorists who will lay down their arms is on the agenda. Accordingly, criminal sanctions regarding membership in an organization will be eased. However, no changes will be made to the crime of "disrupting the unity and integrity of the state," which is Article 302/1 of the TPC.
THOSE WITH SERIOUS CRIMES TO BE DEPORTED
It was learned that efforts are underway to relocate terrorists who have participated in police station raids and bomb attacks in the past to countries outside of Turkey. Thus, an attempt is being made to observe the sensitivities of the public and the families of martyrs.
SIGNAL OF AMNESTY FOR 60 THOUSAND PKK MEMBERS
Following the organization's decision to dissolve, important steps are also planned to be taken in the judicial field. While the AKP and MHP are working on an execution regulation, the DEM Party delegation also met with Minister of Justice Yılmaz Tunç and made various demands.
Approximately 60 thousand detainees could be released within the scope of the 10th Judicial Package. The package is expected to be presented to Parliament in the coming days.
