It was claimed that the investigation in question was related to the Şehitkamil Municipality's 1.8 billion lira asphalt tender. It was alleged that the tender was not awarded to the company that submitted the lowest bid, but was instead transferred to the AVOS Group, which is frequently involved in controversies regarding public tenders. It was asserted that this decision resulted in a public loss of 190 million TL.

It was reported that a decision of "no grounds for prosecution" was issued in the investigation opened against Yılmaz.

CHP Gaziantep Deputy Hasan Öztürkmen had filed a criminal complaint against Umut Yılmaz on the grounds that there were irregularities in the asphalt tender. Öztürkmen argued that public resources were misused and claimed that the tender was not conducted in a transparent manner.
