Local resistance continues against cement factory project in Muğla

The cement factory project planned for the Bayır-Deştin Tekağaç area in Muğla is facing intense opposition from local governments and citizens. The Muğla Metropolitan Municipality Council's decision to cancel the zoning plan for the project was taken to court by the Muğla Governor's Office. This development has drawn sharp criticism from CHP Muğla Provincial Chair Zekican Balcı.

In a written statement, Balcı noted that municipalities have the authority to make plans in line with urban planning principles and public interest, stating that the cancellation lawsuit filed by the Muğla Governor's Office is an attempt to weaken local democracy. Balcı "This attitude is the product of an authoritarian reflex that ignores the will of the people," he said.

Reminding that the decision-making mechanisms of local governments are guaranteed by the Constitution and the European Charter of Local Self-Government, Balcı emphasized that taking the municipal council's decision, which was made in the public interest, to court constitutes political interference. He also drew attention to the smear campaigns launched against citizens who defend the municipality and nature.

LEGAL PROCESS OF THE PROJECT

The cement factory project was intended to be established on the border of the Bayır and Deştin neighborhoods in 2022. Although the Environmental Impact Assessment (EIA) report was found to be positive, the Muğla 2nd Administrative Court canceled this decision in 2023. The Menteşe Municipality also canceled the construction permit. The company's appeal to the Council of State was rejected. The Ministry held a new evaluation meeting for the canceled EIA process, but local governments and ecology organizations objected to this decision. Finally, with the decision taken by the Muğla Metropolitan Municipality Council in May 2025, the cancellation of the zoning plans was finalized.
