In the lawsuit filed for the cancellation of the 38th Ordinary CHP Istanbul Provincial Congress held on October 8, 2023, the court ruled for the removal of the current provincial chair, Özgür Çelik, and his administration from office.

The court also decided to suspend 196 delegates from their duties as a precautionary measure and to halt the congress process. Gürsel Tekin was appointed as a trustee during this period.

Ankara Metropolitan Municipality Mayor Mansur Yavaş criticized this decision in a statement on his social media account.

Stating that undemocratic interventions in politics harm democracy itself, Yavaş said, "The precautionary decision regarding our party's Istanbul Provincial Congress is a decision that is difficult to reconcile with the principles of democracy and law."

Emphasizing that the primary duty of the law is to protect democracy, Yavaş stated that Turkey's future can only be secured through a system where justice operates impartially and democracy is fully implemented.
