New constitution message from Numan Kurtulmuş

The Parliament Simulation 2025 program, organized by Kartal Anatolian Imam Hatip High School, took place with the participation of Parliament Speaker Numan Kurtulmuş, Istanbul Governor Davut Gül, and students. The event, which included students from 50 different high schools from all over Turkey, addressed the functioning of democracy and constitutional issues.

"THE TBMM HAS RECEIVED THE TITLE OF VETERAN FOR THE SECOND TIME"

Speaking at the program, Parliament Speaker Numan Kurtulmuş said, "As you know, there are constituent assemblies in the world. It is very rare for an assembly to establish a state. The Grand National Assembly of Turkey (TBMM) is a headquarters that waged Turkey's national war of independence under the most difficult conditions. That is why we say our assembly is a Veteran Assembly. It did not only demonstrate the honor of being a veteran during the liberation of the country in the 1st Assembly; it also protected its existence on behalf of the nation under bombs while being kept open on the night of July 15, during the coup attempt by the treacherous FETÖ members, who were used as an apparatus for a foreign-rooted plan to destroy and occupy Turkey, and it received the title of veteran for the second time.

There is no other assembly like this in the world. In this context, I would like to state this clearly. Over the years, dark circles in Turkey have constantly poured out all kinds of poison to discredit the TBMM and discredit members of parliament in order to suppress civil democracy and the national will in some way. Whatever the conditions in Turkey, it is the national will that defends democracy even in the most difficult times. The TBMM is the cradle of democracy. Having a solid and strong democracy is one of Turkey's strongest advantages. We must be a Turkey that stands firmly on its own two feet in every respect in this geography," he said.

"A NEW CONSTITUTION THAT HAS ACHIEVED SOCIAL CONSENSUS"

Continuing his remarks, Kurtulmuş said, "The first article of the social contract is justice. If you asked me, if a one-article constitution were to be made, I would say this: The state is obliged to ensure justice. Consensus is important for a solid democracy. It is the ability of the vast majority of society to come together, unite around an idea, and succeed in making a joint decision.

Consensus is also an important key that ensures the elimination of contradictions. We will do our work through consultation. We will trust in God for the results to be good by implementing the decision we have made through consultation to the end. Politics is the ability to reveal a structure that is capable in decision-making processes with its institutions and rules.

It is the ability of different segments to organize. It is their ability to carry out politics for the benefit of the nation. It is the art of achieving results for the benefit of the nation by managing issues that are for the benefit of the nation and the ummah in the best way possible. I am saying this with today's conditions in mind for the strengthening of Turkish democracy.

A new constitution in Turkey that is modern, participatory, democratic, inclusive, based on the principle of separation of powers, prepared within the framework of the rule of law, and has achieved social consensus. Strong internal regulations that will ensure democratic functioning in the parliament. A political parties law that will ensure that different voices are represented in society and will increase democratic competition. All of these are the arguments we have at our disposal to strengthen the political mechanism," he said.
