Allegations of irregularities in urban transformation projects carried out through cooperatives have come to the fore in the investigation into İZBETON A.Ş., an affiliate of İzmir Metropolitan Municipality. The indictment prepared by the prosecutor's office alleges that fraud was committed through floor-for-construction contracts in projects conducted across various phases.

65 DEFENDANTS, 449 VICTIMS IN THE INDICTMENT

The indictment prepared by the İzmir Chief Public Prosecutor's Office placed under scrutiny the alleged irregularities in the Örnekköy Phase 3, Örnekköy Phase 4, Gaziemir Aktepe/Emrez Phase 1, and Karabağlar Phases 3 and 4 projects. Within this scope, 449 people were listed as victims and 7 as complainants. In addition, the Ministry of Treasury and Finance, the Ministry of Interior, İzmir Metropolitan Municipality, and İZBETON A.Ş. were also identified as institutions harmed by the alleged crimes.

TUNÇ SOYER AND CHP'S ASLANOĞLU ALSO IN THE INDICTMENT

The indictment named numerous individuals, including former İzmir Metropolitan Mayor Tunç Soyer and incumbent CHP İzmir Provincial Chair Şenol Aslanoğlu. A total of 65 people have been charged, 11 of whom are reported to be under arrest.

AGGRAVATED FRAUD CHARGES

The defendants are sought to be tried on charges including "aggravated fraud," "obtaining benefit by defrauding public institutions and organizations," and "using political party, association, and foundation legal entities as instruments." The prosecutor's office requested prison sentences ranging from 3 to 45 years for each defendant.

Mayors and bureaucrats arrested in operations launched by the İstanbul Chief Public Prosecutor's Office are still awaiting the preparation of their indictments.

Ahmet Özer (Esenyurt): for 261 days

Rıza Akpolat (Beşiktaş): for 184 days

Mehmet Murat Çalık (Beylikdüzü): for 117 days

Resul Emrah Şahan (Şişli): for 117 days

Aykut Erdoğdu (former CHP MP): for 44 days

Hakan Bahçetepe (Gaziosmanpaşa): for 43 days

Utku Caner Çaykara (Avcılar): for 43 days

Oya Tekin (Seyhan): for 43 days

Kadir Aydar (Ceyhan): for 43 days

Hasan Akgün (Büyükçekmece): for 42 days

Antalya Metropolitan Mayor Muhittin Böcek, arrested on July 6, Adana Metropolitan Mayor Zeydan Karalar, arrested on July 8, and Adıyaman Mayor Abdurrahman Tutdere, who is under house arrest, are also among those awaiting indictment.

Beykoz Mayor Alaattin Köseler was arrested on February 27. His indictment was prepared on June 5. Köseler is set to appear before a judge on September 2.

Ahmet Özer was also tried and released on the indictment prepared in the Kent Uzlaşısı investigation. Özer remains under arrest in connection with the financial crimes investigation targeting İBB.
