Şanlıurfa Metropolitan Municipality Mayor Kasım Gülpınar answered journalists' questions regarding the agenda.
Gülpınar, from the YRP, evaluated his first 100 days after the March 31 local elections in a program broadcast live on local television.
According to the report by Evren Demirdaş from Sözcü; he stated that he would oppose the draft law that envisions the slaughter of stray animals.

Stating that the municipality has a monthly expenditure of one billion, YRP Mayor Mehmet Kasım Gülpınar said;
“We have fixed monthly expenses, and you cannot get rid of them, whether it is ŞUŞKİ or the municipality. I just presented the figures; we have a fixed monthly expenditure of nearly 1 billion. Last year, the share that came to the Metropolitan Municipality from the central government was 13 billion. Municipal administration is such a structure that, on one hand, it is a public institution; in fact, there is a freak structure where private sector service is expected from that public institution, and on the other hand, you have to do business and make a profit. If you call it a state, it is not a state; if you call it a private sector, it is not a private sector. At the same time, you have to work with the staff you find; you need to act with a CEO mentality for the expected corporate service, but they hand you the company and say, 'You will work with this personnel.' Our former mayor Zeynel is a good friend of mine; I am not accusing Zeynel in any of what I am saying because this is a team effort. It is not possible for you to be aware of everything; you cannot know what is going on below. If someone in the lowest unit is selling burial plots, it may not be possible for you to be aware of this; if they are storing and selling spare tires for vehicles, you may not be aware; there is no need to take ownership of everything. Everyone is responsible for themselves; there is no need for these explanations.” he stated.
Gülpınar said, "We found this file in a friend's cabinet: 'April 2021, Mr. Mayor and Metropolitan Municipality RT and like report, department heads.' A tally of the department heads was kept. A report was kept on which department head made how many likes and how many retweets. I do not believe that Zeynel gave such an instruction. The Zeynel I know and recognize would not give such an instruction. Perhaps an officious person did this, maybe to curry favor with Zeynel or to get into his good graces. Why should I defend this person? If Zeynel gave the instruction, it is a disaster, but I absolutely believe this is the work of an officious person. This means that some people can do things without your knowledge; there is no need to take ownership of everything,” he said.
