This week in the Grand National Assembly of Turkey (TBMM), deliberations will begin on a 46-article omnibus bill that includes provisions on firearms and the unauthorized use of emergency lights. Additionally, the budgets of 5 ministries will be discussed in the Planning and Budget Committee.

The agenda will be busy this week in the General Assembly and committees of the TBMM. 

The General Assembly will convene on Tuesday, November 19, at 15:00.

The "Draft Law on Amendments to the Law on Interior Officers and Certain Laws and the Statutory Decree No. 375," which consists of 46 articles and includes penal provisions regarding firearms and the unauthorized use of emergency lights, as well as regulations in the field of internal security, is expected to be discussed in the General Assembly this week.

The omnibus bill regulates that the procedures and principles regarding the recruitment of district governor candidates will be covered by regulations issued by the Ministry of Interior, and that the service periods of administrative chiefs spent in institutions affiliated with the Ministry of Interior and other institutions will be included in the calculation of service periods in the Administrative Services Class. Furthermore, it is envisaged to codify who can be appointed as civil inspectors and to regulate their powers, as well as to establish that inspection, audit, examination, research, and investigation duties will be carried out by civil inspectors.

WATCHMEN WILL BE ABLE TO CONDUCT PAT-DOWNS

In the proposal, which regulates the working conditions, duties, and powers of neighborhood watchmen, the path is being cleared for watchmen to conduct manual external checks on individuals if there is sufficient suspicion that they possess an item that could endanger lives, and to inspect the parts of vehicles that are visible from the outside.

BUDGETS OF 5 MINISTRIES TO BE DISCUSSED IN THE PLANNING AND BUDGET COMMITTEE

In the Planning and Budget Committee this week, the budgets of the Ministry of Energy and Natural Resources will be discussed on Monday, the Ministry of Health on Tuesday, the Ministry of Interior on Wednesday, the Ministry of Foreign Affairs on Thursday, and the Ministry of Culture and Tourism on Friday. 

AGENDA IN SPECIALIZED COMMITTEES

Work will also be carried out in the specialized committees of the TBMM. On Tuesday, the Petition Committee's Subcommittee on Investigating Peer Bullying in Primary and Secondary Education Institutions and Determining Measures to be Taken will meet. The Ministry of National Education, RTÜK, and Prof. Dr. Aysun Doğan will make presentations to the committee. 

PRESENTATION ON ISLAMOPHOBIA AND RACISM

The Human Rights Investigation Committee's Subcommittee on Investigating Islamophobia and Racism will also meet on Thursday. At the meeting, the Presidency's Directorate of Communications will give a presentation on "Islamophobia and Racism." 

GROUP MEETINGS

Political party group meetings will be held in the TBMM on Tuesday and Wednesday.
