Tax regulations and budget marathon continue in Parliament

The Grand National Assembly of Turkey (TBMM) General Assembly will continue its work this week on the Draft Law on Amendments to Tax Laws, Certain Laws, and Decree-Law No. 631, which contains regulations regarding taxes.

The General Assembly will begin its weekly work on Tuesday, December 2, and will continue discussions on the aforementioned proposal, which includes tax-related regulations.

The regulation, of which the first 6 articles have been accepted, re-regulates the exemption for rental income obtained from buildings rented as residences within a calendar year, as well as provisions concerning those receiving retirement, disability, widow's, and orphan's pensions from social security institutions established by law.

TAX AND FEE REGULATIONS

The earnings of taxpayers subject to temporary tax will be determined in 3, 6, 9, and 12-month periods.

Annual fees will be collected from private healthcare facilities providing outpatient diagnosis and treatment services, oral and dental health centers, veterinary clinics, polyclinics, animal hospitals, as well as precious metal companies and operating permits; jewelry, second-hand motor vehicle and real estate trade authorization certificates, and commercial aviation licenses.

The upper limit for earnings subject to premiums, currently set at 7.5 times the minimum wage, will be updated to 9 times the minimum wage.

Additionally, the duration of the invalidity provision regarding checks presented to the bank before the written regulation date will be extended until December 31, 2028.

Expenditures made within the scope of general lighting will be covered by the budget of the Ministry of Energy and Natural Resources and the general budget tax revenue shares of the relevant municipalities and provincial administrations until December 31, 2030.

COMMITTEE PROCESS FOR BUDGET NEGOTIATIONS CONCLUDES

The TBMM Planning and Budget Committee will address the Presidential budget, the 2026 Revenue Budget, the articles of the 2026 Central Government Budget Law Draft, and the articles of the 2024 Central Government Final Account Law Draft tomorrow. With these discussions, the Committee's 2026 budget work will conclude.

11TH JUDICIAL PACKAGE TO BE DISCUSSED IN COMMITTEE

The TBMM Justice Committee will convene on Wednesday, December 3, to discuss the Draft Law on Amendments to the Turkish Penal Code and Certain Laws, known publicly as the "11th Judicial Package."

AGENDA OF OTHER COMMITTEES

The Committee on Public Works, Reconstruction, Transportation, and Tourism will evaluate the 2024 Court of Accounts Report of the Turkey Tourism Promotion and Development Agency on the same day.

The Security and Intelligence Committee and the Human Rights Investigation Committee's Subcommittee on the Prevention of Discrimination will also hold meetings to address the items on their respective agendas.

POLITICAL PARTY GROUP MEETINGS

On Tuesday and Wednesday, political parties with groups in Parliament will hold their weekly group meetings. AKP Chairman and President Tayyip Erdoğan is expected to address deputies at the AKP Group Meeting on Wednesday, December 3.
