The second resolution process: Critical table convenes today amid debate over Öcalan's 'status'
Following the adoption of the framework law prepared within the scope of the second resolution process by the Turkish Grand National Assembly, the Monitoring and Evaluation Board will hold its first meeting today. The meeting, chaired by Cevdet Yılmaz, will address the dissolution and disarmament process of the PKK terrorist organization, as well as the board's working principles and the sub-commissions planned to be established.

The Monitoring and Evaluation Board, established within the scope of the second resolution process—which the government calls a "Terror-Free Turkey"—will hold its first meeting today. The main agenda of the meeting, to be chaired by Vice President Cevdet Yılmaz, will be the monitoring of the dissolution and disarmament process of the PKK terrorist organization.
The board was formed under the Law on Strengthening National Solidarity and Social Integration, which was adopted by the General Assembly of the Turkish Grand National Assembly and entered into force after being published in the Official Gazette. The 12-article regulation aims to establish the legal infrastructure for the new process.
The law was passed in Parliament with 467 votes in favor, with 87 votes against and 7 abstentions.
AGENDA OF THE MEETING
In addition to the Ministers of Justice, Foreign Affairs, Interior, and National Defense, the Secretary General of the Presidency, the Head of the National Intelligence Organization, and the Secretary General of the National Security Council will also attend the meeting to be held at the Presidential Palace.
At the meeting, developments in the disarmament process are expected to be evaluated, and the working procedures and principles of the board are to be determined. The establishment of sub-commissions according to the needs of the process will also be on the agenda.
Vice President Cevdet Yılmaz stated in his announcement on August 19, "In this meeting, our Board's working procedures and principles, as well as the sub-commissions to be established in line with the needs of the disarmament and dissolution process, will be discussed."
DEM PARTY HAD ANNOUNCED ÖCALAN'S STATUS
Pervin Buldan, a member of the DEM Party's İmralı delegation and Van MP, had previously announced that Abdullah Öcalan would take part in a sub-board planned to be established at the meeting. Buldan had stated that the name of this structure would be "Disarmament and Politicization" and that Öcalan would organize the developments.
While this statement by Buldan led to comments in the public sphere that "Öcalan's status in the process has become clear," the fact that the government front remains silent on the issue is drawing attention.
