The Turkish Grand National Assembly has a busy agenda for the new week: What topics will be discussed in the General Assembly?
This week, the Turkish Grand National Assembly (TBMM) General Assembly will discuss the Draft Law on Amendments to the Civil Servants Law and Certain Laws and Decree-Laws. Meanwhile, the Justice Commission of the TBMM will address the Draft Law on the Justice Academy of Turkey.

Budget negotiations have concluded in the Grand National Assembly of Turkey (TBMM).
Following the budget marathon, the TBMM General Assembly will begin its weekly work on Tuesday, December 24. The General Assembly will discuss the Draft Law on Amendments to the Civil Servants Law and Certain Laws and Decree-Laws.
According to this proposal, those who transition from contract status to civil servant positions within the framework of relevant laws will also be able to benefit from the additional seniority step right granted to civil servants who have not received any disciplinary penalties for 8 years.
For those appointed as assistant specialists who are eligible to take the proficiency exam, the exam will be held within 6 months at the latest.
Unpaid leave may be granted for the duration of their assignment, not exceeding 10 years, to the civil servant spouses of those assigned to international organizations or those working in the foreign units of public capital institutions or organizations.
The State Supervisory Council will be able to conduct all kinds of administrative investigations, inquiries, research, and audits in foundations, cooperatives, unions, and their partnerships and affiliates.
The Ministry of Industry and Technology will be authorized to establish a revolving fund enterprise.
The Ministry of Treasury and Finance will be authorized to extend the force majeure status of taxpayers who were registered as of the date of the earthquake in Kahramanmaraş, Malatya, Adıyaman, Hatay, and the Islahiye and Nurdağı districts of Gaziantep, and whose force majeure status ended on November 30, 2024, for periods not exceeding 6 months at a time, up to one year starting from December 1, 2024.
The President will be authorized to determine the vehicles that will fall under the scope of the exemption for vehicle purchases by the disabled and those with reduced mobility, based on the domestic contribution rate, engine cylinder volume, emission type, and value.
Following the completion of the discussions on this proposal, the General Assembly will begin discussions on a draft law that includes regulations regarding the waiver of the collection of unpaid General Health Insurance (GSS) premiums prior to January 1, 2015, and regulations concerning family medicine.
JUSTICE COMMISSION TO CONVENE
The TBMM Justice Commission will also convene under the chairmanship of AKP Istanbul Deputy Cüneyt Yüksel. The commission will address the Draft Law on the Justice Academy of Turkey.
According to this proposal, judges and prosecutors who have completed 8 years of actual service in the profession may be appointed to the Academy by the Minister of Justice to serve as faculty members.
A Law Research Center will be established within the Academy. Additionally, an Education Board consisting of 18 people will determine the training programs.
Training and education programs for judge and prosecutor assistants, as well as judges and prosecutors, will be free of charge.
Officials from the Radio and Television Supreme Council (RTÜK) will make a presentation at the Research Commission on Violence and Discrimination Against Women.
GROUP MEETINGS START THIS WEEK
On Tuesday and Wednesday, the group meetings of the political parties with groups in the Parliament will be held. AKP Chairman and President Recep Tayyip Erdoğan will address the deputies at his party's group meeting.
