Topics to be discussed in the Turkish Parliament this week have been determined

In the new week, the Turkish Grand National Assembly (TBMM) General Assembly will begin deliberations on the Teaching Profession Law Proposal. Meanwhile, the Justice Commission will address the 9th Judicial Package, and the Planning and Budget Commission will take up the legislative proposal containing regulations on public austerity measures.

The TBMM General Assembly will begin its weekly work on Tuesday, July 9. The Assembly will discuss the Teaching Profession Law Proposal.

According to the proposal, a National Education Academy will be established. Preparatory training, consisting of theoretical and applied courses determined within the framework of teaching profession competencies, will be provided by the National Education Academy.

Teacher candidates will be paid a monthly amount calculated by multiplying the indicator figure determined during the preparatory training process by the civil servant monthly coefficient.

Contracted teachers who have completed three years of service will be appointed to teaching positions in their place of duty upon their request. Those appointed to teaching positions will not be able to change their location for 1 year, except for relocations based on valid excuses.

The teaching profession of those convicted of crimes such as manufacturing and trading of drugs or stimulants, facilitating their use, accepting, possessing, or using them, as well as indecent acts, obscenity, prostitution, and crimes against sexual immunity, will be terminated.

In the event that the crimes of "intentional injury," "threat," "insult," and "resisting to prevent the performance of duty" are committed against teachers in official and private educational institutions affiliated with the Ministry of National Education due to their duties, the penalties will be increased by half, and the provisions for the suspension of prison sentences will not be applied.

Teachers and expert teachers currently in service who have completed 20 years of service and meet the conditions other than the requirement of having at least 10 years of service as an expert teacher will be able to apply for the title of head teacher.

On the other hand, a general debate is planned in the TBMM General Assembly on Thursday, July 11, on the occasion of the 29th anniversary of the genocide that began after the capture of Srebrenica in eastern Bosnia and Herzegovina by Serbian forces under the command of Ratko Mladic on July 11, 1995, in which more than 8 thousand Bosniak civilians were killed, and the "Srebrenica Genocide Remembrance Day."

COMMISSION PROCESS FOR THE 9TH JUDICIAL PACKAGE BEGINS

The Justice Commission will convene under the chairmanship of AKP Istanbul Deputy Cüneyt Yüksel. The commission will begin deliberations on the Law Proposal on Amendments to Certain Laws, known in the public as the "9th Judicial Package."

According to the proposal, the crime of insult via audio, written, or visual communication will be removed from the scope of conciliation and included in the scope of advance payment. Regarding the crime of insult, which is subject to complaint for investigation and prosecution, the complaint period shall not exceed two years from the date the act occurred, regardless of the circumstances.

Those who have completed mediation training and have 20 years of seniority in their profession will be able to register in the mediation registry without taking a written exam. A requirement to be a law graduate will be introduced to become a conciliator.

The sales procedure for vehicles in impound lots that have been seized due to being found or in accordance with legal provisions and have not been claimed or searched for by their owners within 6 months will be redefined.

A woman will take her husband's surname upon marriage. A woman will be able to use her previous surname in front of her husband's surname by making a written application to the marriage officer or later to the population directorate. If a woman's surname consists of her own surname and her previous husband's surname, she will be able to use only one of these surnames in front of the surname of the husband she is marrying.

PROPOSAL ON PUBLIC AUSTERITY MEASURES TO BE DISCUSSED IN COMMISSION

The Planning and Budget Commission will convene under the chairmanship of AKP Samsun Deputy Mehmet Muş to address the Law Proposal on Amendments to Certain Laws and Decree Laws containing regulations on public austerity measures.

According to the proposal, disciplinary provisions will be applied to those found to have engaged in acts and transactions contrary to the measures taken as a result of the audit of the expenditures and practices of public institutions and organizations by their administrations or the Ministry of Treasury and Finance.

Fuel supply cannot be carried out outside of fuel stations that have a dealership license and sufficient equipment.

For municipalities located in provinces accepted as general life-affecting disaster zones due to the February 6, 2023 earthquakes and whose population decreased according to January 2023 data, the January 2023 data will be taken as a basis until June 30, 2027.

SUB-COMMISSION ESTABLISHED ON PEER BULLYING TO HOLD ITS FIRST MEETING

The Foreign Affairs Commission, which will convene under the chairmanship of AKP Ankara Deputy Fuat Oktay, will discuss 12 law proposals regarding international agreements.

The Sub-Commission on Investigating Peer Bullying in Primary and Secondary Education Institutions and Determining Measures to be Taken, established within the Petition Commission, will hold its first meeting. A chair will be elected in the commission, and a work schedule will be created.

The TBMM Research Commission on the İliç Mine Accident will also convene under the chairmanship of AK Party Antalya Deputy Atay Uslu. The commission will hear from officials of the Union of Chambers of Turkish Engineers and Architects (TMMOB), the TMMOB Chamber of Mining Engineers, the TMMOB Chamber of Geological Engineers, the TMMOB Chamber of Environmental Engineers, the TMMOB Chamber of Chemical Engineers, and the TMMOB Chamber of Metallurgical and Materials Engineers.

On Tuesday and Wednesday, the group meetings of the political parties with groups in the Parliament will be held.
