What is on the agenda of the Turkish Grand National Assembly this week? The committee process for budget negotiations is coming to an end

In the new week, the General Assembly of the Turkish Grand National Assembly will begin deliberations on a legislative proposal containing regulations regarding urban transformation, building inspection, and solar power plants. Meanwhile, the Plan and Budget Committee will conclude its deliberations on the 2025 budget.

The General Assembly of the Turkish Grand National Assembly (TBMM) will begin its weekly work on Tuesday, November 26.

The General Assembly will address the Draft Law on Amendments to the Village Law and Certain Other Laws.

According to the proposal, an extension until December 31, 2028, will be granted to beneficiaries who have not built a house for various reasons or who have not paid their installments on real estate sold to needy individuals who reside in the village and are registered in the village population but do not own a home.

Demolition decisions may be taken by the Housing Development Administration (TOKİ), municipalities, or special provincial administrations for all unauthorized structures, whether permanent or temporary, located in areas under the state's jurisdiction and control, including surrounding wire fences, hedges, and walls, regardless of whether they are under construction or already occupied.

Land and plot deliveries made to the Urban Transformation Presidency, which is under the special budget, will be exempt from value-added tax. Solar and wind power plants will be outside the scope of the Law on Building Inspection.

The Ministry of Environment, Urbanization and Climate Change will determine the number of building inspection organizations that can operate in a province.

In cases where one or more administrative penalties must be imposed on a building inspection organization, the amount of the administrative fine will not be less than 50 thousand liras. Partners, managers, architects, engineers, and other technical personnel, as well as laboratory staff of a building inspection or laboratory organization who require a ban on taking on new work or who abuse their duties, will be sentenced to imprisonment from 6 months to 3 years.

The Turkish Environment Agency will be able to establish companies and become a partner in companies to carry out its activities.

THE COMMITTEE PROCESS FOR BUDGET NEGOTIATIONS IS COMING TO AN END

In the Plan and Budget Committee, the budget of the Ministry of Transport and Infrastructure will be discussed tomorrow, the Ministry of National Defense on Tuesday, the Ministry of Family and Social Services on Wednesday, the Ministry of Justice on Thursday, and the Presidency on Friday, along with the 2025 revenue budget, the articles of the 2025 Central Government Budget Law Proposal, and the articles of the 2023 Central Government Final Account Law Proposal. Thus, the deliberations on the 2025 budget in the committee will be completed.

Specialized and research committees will also convene to address issues on their agendas.

The Petition Committee's Subcommittee on Investigating Peer Bullying in Primary and Secondary Education Institutions and Determining Measures to be Taken will hear officials from the Ministry of Family and Social Services and the Information and Communication Technologies Authority.

The Security and Intelligence Committee will discuss the "2023 Report on State Intelligence Services and Security and Intelligence Activities" in a closed-door meeting.

Officials from Disney XD Television Broadcasting Inc. will make a presentation at the Digital Channels Committee.

The Research Committee on Violence and Discrimination Against Women will determine its work calendar at its second meeting.

Group meetings of the political parties with groups in the Parliament will be held on Tuesday and Wednesday. AKP Chairman and President Recep Tayyip Erdoğan will address the deputies at his party's group meeting.
