Zafer Party Chairman Ümit Özdağ, former CHP Chairman Kemal Kılıçdaroğlu published the document of the secret protocol he made with.

Özdağ published photos of the wet-signed protocol.

The protocol shows an agreement to allocate the Ministry of Interior and two other ministries to the Zafer Party, while it also emerged that there was a protocol under the heading of 'Formation of the Government'.

The protocol included the following statements:

Scope:

This protocol covers the principles of cooperation between the Zafer Party and the components of the Nation Alliance during the second round of the presidential elections and the subsequent process.

Objective:

To determine the details of joint work and cooperation for the reorganization of the state against the social destruction, corruption, poverty, state crisis, refugee problem, rent-debt-plunder economy, and the resulting severe economic problems and the division of society into political poles created by the 21-year AKP governments; to ensure national unity and solidarity; and to solve the problems of poverty, corruption, bans, and severe economic issues, as well as to send back the refugees and illegal immigrants who constitute a grave security and demographic problem for Turkey.

Basic Principles

1- The first 4 articles of our Constitution and the definition and content regarding Turkish Citizenship in Article 66 will be protected.

2- There will be no concessions from the national-unitary-secular state established in 1924. These values will be adhered to.

3- All refugees and illegal immigrants, primarily Syrians, will be sent back to their countries within 1 year at the latest.

4- An effective and determined fight will be waged against all terrorist organizations, primarily FETÖ, PKK, and ISIS, that target the existence and integrity of the state. Within the framework of the fight against terrorism, the practice of appointing state officials in place of local government administrators whose links to terrorism are proven with legal evidence will continue within the framework of judicial decisions. There will be no negotiation with terrorism, only a fight against it. No political or legal regulation targeting Turkey's national and unitary state structure will be permitted.

5- It shall be ensured that merit, not loyalty, is taken as the basis for all appointments to be made in all units of the state.

6- All corruption shall be fought very effectively within the framework of the law.

7- Full agreement has been reached on the state being transparent and open towards its citizens.

GOVERNMENT FORMATION PROTOCOL

The protocol regarding the Formation of the Government and the Division of Duties included the following statements:

"Cooperation shall be carried out within the scope of the following division of duties in the reorganization of state order and institutions, which were completely destroyed during the AKP government period. In this context;

1. A total of three Ministries, including the Ministry of Interior and two other Ministries,

2. Deputy Ministries (Undersecretariats), where a consensus has been reached, primarily in the Security, Justice, and Economy bureaucracy, shall be allocated to the Victory Party."

3. Appointments regarding the offices allocated to the Victory Party and their affiliates shall be decided in conjunction with Victory Party Chairman Prof. Dr. Ümit Özdağ.

4. The organizational structures and appointment principles of the Ministries undertaken by the Victory Party shall be maintained without change, as they were before the May 14, 2023 elections. This protocol consists of four main headings and two pages. It has been prepared in two copies and each page has been approved with wet signatures."

YOU CALLED TO SUPPORT THE VICTORY PARTY

Victory Party Chairman Ümit Özdağ also stated the following in his post regarding the protocol:

"Below you will see a photograph of the entire Victory Party-CHP Protocol, which has been talked about a lot but is being published for the first time. I am responding to the components of the Table of Six who criticize this protocol and those within the CHP who oppose it. You lost the first round of the elections held on May 14, both in the parliamentary and presidential elections. You had refused all kinds of negotiations with the Victory Party before the May 14 elections.

In the press conference I held at the Grand National Assembly of Turkey in January 2023; 1) Removing the remnants of the Palace and FETÖ members,

2) Fighting against terrorism,

3) You did not even respond to the Victory Party's offer to SUPPORT Kılıçdaroğlu without requesting any parliamentary seats or similar positions, provided that you agreed to send back the 13 million refugees and illegal immigrants."

After losing the May 14 elections as the Nation Alliance, you only reached out to the Zafer Party for SUPPORT on May 20, requesting our backing for the second round.

We reiterated the conditions for support that we announced in the Grand National Assembly of Turkey in January 2023, and you accepted them. However, the acceptance of these conditions was not enough; policies and rhetoric were needed to motivate voters who did not vote for you in the first round, who were concerned, or who were considering not going to the polls—voters who were lost due to the parties you formed an alliance with and their statements and political stances on various platforms.

"THE RESULT IS CLEAR"

Because this segment of voters saw the Zafer Party as a GUARANTOR of Atatürk’s founding principles and the implementation of the promise to return asylum seekers to their countries, and naturally due to our responsibility to these segments, we requested three ministries—the Ministry of Interior, the Ministry of Culture and Tourism, and the Ministry of National Education—on the condition that Kılıçdaroğlu become President, and you accepted. Unfortunately, those who seemed to forget the commitments made to 5 parties, including the IYI Party, which were members of the Table of Six that caused you to lose the election in the first round—promising them 41 parliamentary seats and 5 vice presidencies and ministries if the presidency were won—heavily criticized the allocation of 3 ministries to the Zafer Party in the event of an election victory. Thanks to the new momentum created by the support and efforts we provided in such a short time, votes increased, and a large group of disgruntled and angry voters went to the polls despite everything. The result is clear.

CRITICISM OF ÖZEL

The REAL reason for the attacks on the Zafer Party is our party's desire to secure Atatürk’s founding values through this protocol, to bring a new breakthrough to the fight against terrorism, to emphasize national, unitary, and secular state principles, and our project to ensure the return of 13 million invaders to their homelands.

The claim that HDP voters were uncomfortable with the acceptance of this project was unfortunately expressed by the new CHP Chairman Özgür Özel, who crowned these statements—which were ruthlessly exploited politically during the congress process—by kissing the hands of those aiming to establish a Kurdistan on a part of Turkey.

"THE ONLY SOLUTION IS THE ZAFER PARTY"

It appears that the CHP leadership is sailing toward a new failure with grave new mistakes instead of learning from past ones. As a CHP deputy was forced to admit by saying, 'We lost Atatürkism and secularism to the Victory Party,' the party of Atatürk is now the Victory Party, and Turkish nationalism is represented by the Victory Party.

We emphasize by underlining that the CHP and AKP, which polarize the Turkish nation and make concessions to separatists, will now face the reality on every platform that the Victory Party does not compromise on the founding principles of the Republic, the great Atatürk, or the return of refugees to their homelands...

Cadres who cannot keep their finger on the pulse of the people and lack the vision and ability to analyze the realities imposed by history and the country's geopolitics cannot solve the severe problems Turkey is facing. The only solution is the Victory Party."
