Court of Accounts demands return of clothing allowance paid to civil servants! From retirees to the heirs of the deceased...

The Court of Accounts, having examined the protective clothing allowances provided to civil servants in kind, determined that these payments led to public loss. The first implementation was directed at civil servants working at the General Directorate of State Hydraulic Works (DSİ). The Court of Accounts requested that the clothing allowance payments made by DSİ in 2021 be recovered from each civil servant with interest. It was reported that foreclosure proceedings would be initiated against civil servants who do not pay. It is anticipated that this decision will cover all public institutions that provide clothing allowances and will affect approximately 250 thousand civil servants.

According to the report by Erdoğan Süzer from Sözcü, the clothing allowance, which began to be provided to civil servants in 2012, was first provided to civil servants working in the energy, industry, and mining sectors. Later, this practice spread to other service branches such as public works, construction, culture-arts, transportation, and agriculture. In its 2021 audits, the Court of Accounts determined that clothing allowance payments made in many institutions led to public loss. As a result of the examinations conducted at DSİ, a total of 4 million 383 thousand liras was charged to 687 civil servants, and it was demanded that these funds be recovered with interest.

EXAMINATIONS IN OTHER INSTITUTIONS CONTINUE

The Court of Accounts is expected to take similar decisions in other public institutions. Clothing allowance payments continued in many institutions in 2022 and 2023, and some institutions continued these allowances in 2024 and 2025. It is stated that an average of 20 thousand liras per year could be charged to each civil servant. Officials state that these decisions could also be applied to retired civil servants and the heirs of deceased civil servants.
