E-Government era for rental agreements: Ministry working on mandatory implementation

The Ministry of Treasury and Finance is working on making it mandatory to prepare rental agreements via the e-Government Gateway. The application aims to ensure that agreements between tenants, landlords, and guarantors, if any, are prepared, approved, and verified securely in a digital environment.

The first phase of the rental agreement processing service was opened to citizens on November 4, 2024. In this phase, individual property owners can prepare agreements through the “rental agreement transactions” section on e-Government; the prepared agreement can then be approved by the tenant and the guarantor, if any, again via e-Government.

APPLICATION GRADUALLY EXPANDED

The second phase of the system was launched on May 9, 2025. With this regulation, real estate consultants and authorized persons also became able to prepare agreements and submit them for the approval of the parties. Later, “error correction” and “update” functions were added to the service in line with user requests.

Accordingly, material errors arising from spelling, numbers, or data entry in approved agreements can be corrected within 15 days. Thanks to the update function, the contact information, rental amount, and payment details of the parties can also be kept up to date.

Within the scope of the application, time-stamped, barcoded documents can be created for rental agreements. These documents can also be verified via the e-Government Gateway. The Ministry states that with the widespread use of the system, the burden on citizens to submit rental agreements to institutions will decrease, and bureaucracy will be eased through integrated services.

The service also aims to prevent brokerage of rental transactions without authorization certificates and to enable the verification of the ownership of the property subject to the lease. To date, 72 thousand 581 rental agreements have been approved through the system. Within the scope of the application, e-rental agreements have been issued in all 81 provinces.

Minister of Treasury and Finance Mehmet Şimşek stated that the application was launched within the scope of a citizen-oriented service approach and that the system was designed in a way that does not require additional costs.

Şimşek said, “Our teams continue to work in the background to improve service quality. We invite our citizens to carry out their rental agreement transactions via the e-Government Gateway. Thus, agreement transactions can be carried out quickly, easily, and reliably, independent of location and without time or document costs.”
