Driving school and driver's license exam regulations changed
The regulation regarding driving schools and driver's license exams has been changed. The ban period for those who take or attempt to take the exam on behalf of someone else, or those who have someone else take or attempt to take the exam in their place, has been increased from 2 years to 5 years. Driving candidates will be given two attempts for the parking maneuver in the steering exam. The exam duration will be 40 minutes.

The Regulation on Amendments to the Private Motor Vehicle Drivers' Course Regulation has been published in the Official Gazette.
According to the regulation prepared by the Ministry of National Education, steering training course exams will be held on routes where there are 2 different paths determined by provincial or district Directorates of National Education and approved according to the relevant legislation.
Disabled trainees will be able to take training and exams with another vehicle that they own or provide, which is suitable for standards and their disability status.
In the procedures for opening an institution, an additional period of one month will be granted if documents that must be obtained from official institutions and organizations cannot be obtained due to delays caused by the relevant institutions, and 20 days will be granted to remedy the deficiencies specified in the inspection report.
A requirement to present the new type of Republic of Turkey identity card will be introduced for registration to courses.
In order to resolve problems experienced in the field and prevent fraud, the trainee's photo will be taken by the course during registration, transferred to the system, and confirmation will be obtained that the trainee's photo and information belong to them. The invoice issued for the trainee will also be entered into the Private MTSK Module to prevent unregistered financial activity.
Those who fail at the end of the first 4 exams of the steering training course will be able to transfer to another course to use their second 4 exam rights if they wish.
Trainees who are successful in theoretical exams but have their registration deleted at their own request, and those who fail the steering training course exams, will be exempt from theoretical training and exams when they re-register for a course within 3 years.
Those who have compulsory military service, pregnancy, childbirth, or a long-term illness requiring treatment will be able to freeze their exam rights and use their remaining exam rights at the end of their excuse period.
PRACTICAL EXAM DURATION TO INCREASE TO 40 MINUTES
Trainees who are successful in the exams will be able to receive their Motor Vehicle Drivers' Course Certificate, which is organized electronically, via the e-Government system.
Exams will be held between 07:00 and 21:00 instead of 07:00-18:00, and the practical exam duration for each trainee will be 40 minutes instead of 35 minutes.
Exams will be carried out on the route determined by a draw made at the meeting held on the morning of the exam day by the exam execution commission.
If trainees cannot enter between the cones in one maneuver during the reverse parking application, they will be allowed to perform the same maneuver one more time.
Those who meet the conditions in the second paragraph of Article 85 of the Highway Traffic Regulation and wish to obtain an "A1" class certificate will be issued an "A1" class certificate if they receive training for half of the steering training course hours determined in the regulation and are successful in the steering training course practical exam.
The age of training and exam vehicles will be calculated as one year old in the first calendar year following the date of manufacture at the factory.
THOSE WHO HAVE SOMEONE ELSE TAKE THE EXAM IN THEIR PLACE WILL BE BANNED FROM EXAMS FOR 5 YEARS
Those who prevent or cause others to prevent the work of commissions or other officials in exams by using threats, insults, or force, those who take or attempt to take the exam on behalf of someone else, and those who have someone else take or attempt to take the exam in their place will not be able to participate in exams held within the scope of Law No. 5580 for a period of 5 years.
Steering training course exam application and evaluation commissions will be able to conduct the exams of 10 trainees instead of 12 in one day.
In the event that there are not enough steering training course exam application and evaluation commission members in the district for the certificate class in which the exam will be held, assignments can be made from other districts for this certificate class.
The exam execution commission will carry out the necessary inspections on the route where the steering training course exam will be held one day before the exam. It will be checked whether there are signs that facilitate the trainee's driving in the application areas and whether there are any conditions that would hinder the conduct of the exam on the route.
In training and exams, a maximum of three maneuvers for U-turns in narrow spaces and driving on secondary roads will be applied for the automobile class, and a narrow-space turning application will be performed for the motorcycle group.
Within the scope of the regulation amendment, members of the steering training course exam application and evaluation commission and steering master instructors will be taken into in-service completion training within 2 years at the latest to ensure adaptation to the changes made.
Some of the aforementioned changes will come into effect after 6 months.
