New regulation for electric scooters: No certificate for those who do not meet the requirements

With the new communiqué published in the Official Gazette, the localization principles regarding electric scooter production have been redefined. The regulation aims to increase the rate of domestic production in the basic components used in manufacturing.

BASIC COMPONENTS GROUPED INTO THREE

According to the communiqué prepared by the Ministry of Industry and Technology, main components such as the battery, chassis, motor, motherboard, embedded software, IoT device, and braking system have been classified into three separate groups.

NEW CRITERIA FOR LOCALIZATION REQUIREMENTS

Within the scope of the new regulation, it has become mandatory for some critical parts to be domestically produced in order to obtain a manufacturer's certificate. Accordingly, at least one of the battery or chassis in the first group must be domestic.

In addition to this, it will be required that the motor be domestic or that at least two of the parts in the third group be of domestic production.

On the other hand, in the event that both main components in the first group are domestic, no additional localization requirement will be applied for the other groups.

APPLICATIONS TO BE MADE TO TSE

Companies wishing to obtain an e-scooter manufacturer's certificate will submit their applications to the Turkish Standards Institution (TSE). The evaluation period for applications has been set at a maximum of 20 business days.

The validity period of the certificate to be issued will be 1 year.

NO CERTIFICATE FOR THOSE WHO DO NOT MEET THE REQUIREMENTS

With the communiqué, it has been stipulated that certificates will not be issued to manufacturers who do not meet the localization criteria. Furthermore, the certificates of companies found to have made false declarations will be canceled, and the situation will be reported to the relevant institutions.
