QR code era begins for title deed transactions in February

Starting in February, a QR code requirement will be introduced for title deed transfers and real estate sales contracts conducted through notaries. While the new practice aims to increase document security, existing old-style title deeds will remain valid.

A significant change is being implemented for title deed transactions in Turkey. As part of the 12th Judicial Package, a new regulation to be submitted to the Grand National Assembly of Turkey in February will make it mandatory for QR codes to be included in title deed transfer transactions and real estate sales contracts conducted through notaries.

QR CODE REQUIREMENT FOR NOTARY DOCUMENTS

Under the regulation expected to be enacted, it will become mandatory to include a QR code on all title deed transactions and documents prepared by notaries. Thanks to this QR code, the documents in question will be instantly verifiable through the website or application of the Turkish Notaries Union. This is intended to prevent risks such as forgery in title deed transactions and notary documents.

APPLICATION AREA EXPANDS IN TITLE DEED AND NOTARY TRANSACTIONS

Real estate sales and title deed transfer transactions have been possible at notaries since 2023. With the new law, title deeds issued for transfer transactions carried out both at notaries and at land registry offices will now be provided with a QR code.

OLD TITLE DEEDS WILL REMAIN VALID

Real estate owners holding old-style title deeds will not be required to take any action. Old title deeds that do not contain a QR code will continue to be valid. However, for those who wish to obtain a new title deed due to loss or who wish to carry out a transfer transaction, a QR code will be mandatory on newly issued title deeds.

GOAL: SECURITY AND TRANSPARENCY

The primary goal of the regulation is stated to be both increasing transaction security and preventing document forgery. Thanks to the QR code application, real estate owners will be able to easily check the authenticity of their documents online and will have a document system that can be verified by authorities.
