Russian President Vladimir Putin has presented a new proposal package for ending the war in Ukraine. In a speech to soldiers in Murmansk, he stated that Ukraine could be placed under an interim administration under UN supervision. Despite Putin's statements, Ukrainian President Volodymyr Zelenskyy emphasized that they would not compromise on their territorial integrity, stressing that there is no question of them compromising their independence. The British media, meanwhile, claimed to have obtained the draft text of a ceasefire agreement between the US and Ukraine. It was stated that the leaked text contains 'much harsher' terms than the agreement conditions previously reported in the press.
The Russian leader argued that not only Western countries but also BRICS members and pro-Moscow states such as North Korea should be included in the peace talks. Putin added, 'It is important that countries such as China, India, Brazil, South Africa, and the Democratic People's Republic of Korea also participate in the process.'
According to the TASS agency, Putin demanded the 'establishment of an interim administration in Ukraine under the auspices of the UN, the US, European countries, and other partners.' Putin argued that democratic elections could be held in Ukraine following this process. The Russian leader claimed that Zelenskyy does not have the trust of the Ukrainian people and suggested that a peace process acceptable to the Ukrainian people could be conducted with a government to be established after independent elections.
Touching upon Europe's stance, Putin made the following remarks:
'Our European partners are acting inconsistently, constantly trying to deceive us. But we are used to this.'
HARSH RESPONSE FROM ZELENSKYY TO PUTIN
In a statement following the Ukraine support summit held in Paris, Zelenskyy rejected Putin's proposals. Emphasizing that they 'will not surrender and will not give up their lands or independence,' Zelenskyy reported that they would report Russia's attacks on energy infrastructure to the US. Zelenskyy stated that France and the UK should be involved in the peace talks representing Europe.
In Al Jazeera's report, it was stated that in recent days, the parties have been making mutual accusations regarding ceasefire violations. While Ukraine claimed that Russia carried out a drone attack on Mykolaiv, Moscow accused the Kyiv administration of attacks on energy facilities.
Reiterating that he requested security guarantees from the US to sit at the negotiating table from a position of strength, the Ukrainian leader added the following:
''Putin is not ready for direct talks. Russia continues to attack our energy infrastructure. We will report these violations to the US.''
Russian media announced that the second round of talks will be held in Riyadh in mid-April. Foreign media pointed out that neither side has given any signal of a concrete compromise so far.
TELEGRAPH LEAKS US-UKRAINE AGREEMENT
The UK-based Telegraph newspaper published documents regarding the critical minerals agreement currently under negotiation between the US and Ukraine. The newspaper shared details regarding the scope of the agreement in the documents it obtained.
Zelenskyy confirmed that the US has made a new agreement proposal. Describing the White House's proposal as 'comprehensive,' Zelenskyy stated that the process is ongoing.
In the Telegraph's report, it was stated that the US is demanding control over Ukraine's energy resources and strategic minerals. The draft agreement envisions the transfer of operating rights for more than 50 minerals, including oil, natural gas, lithium, titanium, and cobalt, to the US.
WHAT ARE THE ARTICLES OF THE AGREEMENT?
The Trump administration demanded a change in the management structure of the US-Ukraine Reconstruction Investment Fund. It was noted in the documents that three of the five seats on the board of directors would be determined by the US.
The agreement text stated that Ukraine's highway, railway, port, and energy infrastructure could come under US control. The documents also included that the US would obtain veto power over Ukraine's sale of resources to third countries.
Professor Alan Riley, an energy law expert at the Atlantic Council, described the agreement as 'unprecedented' and stated the following:
''A text where the US assumes no obligations, while Ukraine is subjected to binding conditions.''
Ukraine was known as one of the countries with the richest mineral deposits in Europe. Trump, in his previous statements, expressed that ''they want Ukraine's minerals.''
TRUMP'S 'WIN-WIN MODEL' CLAIM
US President Donald Trump said he expects the agreement to be concluded soon. Arguing that the White House's proposal would contribute to Ukraine's economic reconstruction, Trump claimed that the process creates a 'win-win model' for the parties.
The Telegraph wrote that the Trump administration is demanding broad powers over Ukraine's natural resources. The report claimed that the agreement aims to increase the US's global influence in the energy sector.
The Ukrainian side announced that agreement negotiations are ongoing but that the final text has not yet been approved. The Kyiv administration, which did not make an official statement on the subject, emphasized that they would prioritize the protection of national interests.
