A senior U.S. official stated that Biden granted this permission solely for Ukraine to defend the Kharkiv region, saying, "The President recently directed his team to ensure that Ukraine is able to use U.S.-supplied weapons for counter-fire purposes in the Kharkiv region so Ukraine can hit back at Russian forces that are hitting them or preparing to hit them."
