SERVED AS AN IT SPECIALIST IN THE ARMY
Following the attack, the Federal Bureau of Investigation (FBI) identified the attacker as 42-year-old Texas resident and US citizen Şemseddin Cabbar.
It was reported that the attacker was a real estate agent working in Houston and had served as an IT specialist in the army.
ISIS FLAG FOUND IN HIS VEHICLE
Authorities stated that an ISIS terrorist organization flag was found in the attacker's vehicle and that they are searching for Cabbar's accomplices.
BIDEN STATED HE HAD A "DESIRE TO KILL"
US President Joe Biden said that in videos posted on social media shortly before the attack, the attacker stated he had a “desire to kill.”
CABBAR, WHO JOINED THE ARMY IN 2007, SERVED IN AFGHANISTAN
The FBI said that Cabbar joined the army in 2007, served actively in human resources and information technology, and served in Afghanistan between 2009 and 2010.
Cabbar transferred to the Army Reserve in 2015 and left the army in 2020 with the rank of sergeant first class.

According to a law enforcement official, Cabbar had 'pledged allegiance to ISIS' in several videos he posted on his Facebook page the night before the attack. In the videos addressed to his family, he appeared to be driving a car.

18-year-old Zion Parsons from Gulfport, Mississippi, said he saw the truck “speeding past, throwing people into the air like in a movie scene.”
Parsons, whose friend Nikyra Dedeaux was among the dead, said, “Bodies, bodies up and down the street, everyone was screaming and yelling.”
New Orleans Police Superintendent Anne Kirkpatrick also said, “This is not just an act of terror. This is evil.” Kirkpatrick said the driver managed to bypass security measures taken to protect pedestrians and was determined to carry out a massacre.

FBI Assistant Special Agent in Charge Alethea Duncan said at a press conference, “We do not believe Cabbar is solely responsible.”
NUMEROUS IMPROVISED EXPLOSIVE DEVICES FOUND AT THE SCENE
According to a Louisiana State Police intelligence bulletin obtained by the Associated Press, investigators found numerous improvised explosive devices at the scene, including two pipe bombs hidden in coolers and wired to be detonated remotely.
Investigators also seized a handgun and an AR-style rifle.
THREE MEN AND ONE WOMAN
The bulletin, based on preliminary information gathered shortly after the attack, also cited security camera footage showing three men and one woman placing one of the devices.
However, it is not yet clear who these individuals are or what connection, if any, they have to the attack.
Authorities said Cabbar drove the rented truck onto a sidewalk and went around a police vehicle positioned to block traffic. A barrier system intended to prevent vehicle attacks was being repaired in preparation for the Super Bowl in February.
TWO POLICE OFFICERS SHOT
Kirkpatrick announced that Cabbar returned fire after exiting the truck and was killed by police. Two police officers were shot in the clash and are reported to be in stable condition.
In a photo circulating among law enforcement, Cabbar is seen after being killed, wearing camouflage and a beard next to the truck. The intelligence bulletin obtained by the AP states that Cabbar was wearing a ballistic vest and helmet. The FBI reported that the ISIS flag was on the truck's trailer hitch.
