Josep Borrell, the European Union (EU) High Representative for Foreign Affairs and Security Policy, stated that Israel, through its policies, enabled the establishment and development of Hamas.

Borrell continued his criticism of Israel during a speech at a forum he attended at Next Educacion University in Madrid, Spain.

"I am not saying that Israel is writing checks to finance Hamas, but it has facilitated the development of Hamas," said Borrell, reiterating his claim from recent weeks that "it is Israel that created and financed Hamas."

The EU High Representative stated, "It is an indisputable fact that Israel has tried to divide the Palestinians by creating a force against the Fatah movement. There is a well-known statement that Netanyahu made publicly in his parliament before his own group: (Those who oppose a two-state solution must contribute to Hamas and facilitate its financing.) I am merely repeating that statement."

On the other hand, during his speech, Borrell reiterated the proposal for a two-state solution, which includes the recognition of a Palestinian state, and criticized Israel for "opposing this while at the same time offering no solution."

Borrell said, "Everyone seems to agree on this, except for the Netanyahu government, which has prevented this solution from being possible for 30 years. Israel says what it does not want, but it does not say what it wants. What is their solution? Do they want security only through military measures? Yet there are much better alternatives."

Borrell, the head of EU diplomacy, assessed, "I think Israel's military intervention in Gaza is disproportionate. It is causing an excessive number of civilian casualties, and this has nothing to do with antisemitism. Of course, I am not antisemitic either."
