Expressing his condolences to the Russian people and government for those who lost their lives in the terrorist attack, Raisi said, "We strongly condemn the terrorist attack that targeted innocent civilians." Stating that they support the measures taken by Russian authorities for their national security, Raisi added, "Those who carried out the terrorist attack in Russia and those who planned this attack must be punished. The steps to be taken in this regard need to be taken seriously by the international community."

Iranian Foreign Minister Hossein Amir-Abdollahian, who published a condemnation message on his social media account following the attack in Russia, expressed his condolences to the families of those who lost their lives in the attack, as well as to the Russian people and government. Abdollahian said, "There is a need for effective cooperation in the fight against terrorism, where the international community must also take serious steps."
