Macron: The agreement ends the war everywhere, from the Strait of Hormuz to Lebanon

French President Emmanuel Macron held the closing press conference of the G7 Leaders' Summit held in Evian, France.

Stating that the summit was held in an "extremely difficult international context," Macron said that the G7 had established a foundation of "unity, high-quality discussion, and genuine cooperation" this year.

In his closing speech, the agreement reached between the US and Iran, safe passage in the Strait of Hormuz, and the ceasefire process in Lebanon stood out. The war in Ukraine, increasing pressure on Russia, artificial intelligence, critical minerals, and global economic balances were also among the topics addressed at the summit.

Iran agreement and the Strait of Hormuz stood out

One of the most notable topics in the closing speech was the agreement reached between the US and Iran. Stating that the G7 countries unanimously welcomed the agreement, Macron said, "We unanimously welcomed the very good agreement reached between the US and Iran, which was achieved by US President Donald Trump."

Emphasizing that the agreement would have significant consequences for the region and the global economy, the French leader said, "This is an agreement we support because it puts an end to a situation of massive instability that has terrible consequences for our economies."

He stated that if the conflicts were to continue, the Strait of Hormuz could remain closed for months, oil and gas infrastructure could be damaged, and the humanitarian crisis in the region could worsen further. Trump's remarks regarding the possibility of the military option being back on the table if Iran does not comply with the agreement were also addressed at the press conference. Macron said, "I think this should not be interpreted as a short-term threat. An agreement has been signed. Many people were saying that an agreement should not be signed. I think this agreement is a good thing, and that is why we support it."

Stating that the agreement would not solve all problems immediately but was the most correct option under current conditions, Macron said, "This agreement ends the war everywhere, from the Strait of Hormuz to Lebanon; this is a good thing. I support it, and I think it is necessary."

Touching upon the nuclear dimension of the agreement, the French President said that the future of Iran's enriched uranium stockpile would be one of the key topics to be addressed in the coming period. "Regarding enriched uranium, this will be one of the key issues of the nuclear agreement that must be completed within 60 days at the latest," said Macron, noting that technical options such as diluting the uranium on-site or transferring it under the supervision of the International Atomic Energy Agency (IAEA) were on the table.

"The right of passage through the Strait of Hormuz without fees is the cornerstone of the beginning of this agreement"

Emphasizing that the right of passage through the Strait of Hormuz was one of the fundamental elements of the agreement, Macron said, "We have reaffirmed that the right of free and unhindered transit through the Strait of Hormuz without any fees is the cornerstone of the beginning of this agreement. This starts immediately." It was also stated that the multinational defense initiative prepared by France and the UK could contribute to the protection of commercial vessels and the resumption of maritime traffic.

"Absolute urgency" message for Lebanon

In the closing speech, the topic of Lebanon was also addressed alongside the Iran agreement. Macron said, "We did not forget to emphasize the importance of Lebanon in this agreement." The French President said that the support given to the ceasefire in Lebanon was adopted unanimously within the G7.

Macron stated, "We also emphasized our unanimous support for the ceasefire achieved for Lebanon. A robust and immediate ceasefire is an absolute urgency." He also stated that Lebanon's territorial integrity and sovereignty must be protected.

"Hezbollah should not operate against Israel, and Israel should not retaliate immediately"

Saying that all parties have a responsibility to maintain the ceasefire, Macron sent a message to Iran, Hezbollah, and Israel. Macron said, "Iran should no longer attack territories. Hezbollah should no longer operate against Israel on Lebanese soil or from Lebanese soil. Israel should also not retaliate immediately. We are calling for calm from everyone. Attacks affecting the civilian population must stop. Ceasefire."

Emphasizing that state authority must be strengthened to ensure lasting stability in Lebanon, Macron said, "The key is to support Lebanese President Joseph Aoun, Prime Minister Nawaf Salam, his government, and the Lebanese armed forces."

Stating that the Lebanese army must regain control across the country, Macron said, "The Lebanese Armed Forces must re-establish their monopoly on weapons and restore their authority over all territory."

Stating that Israel must also comply with the ceasefire, Macron said, "Iran has a very important responsibility. It should not worsen the situation either directly or through Hezbollah. Israel also has a responsibility to respect this ceasefire in the part that concerns it."

Gaza and the West Bank were also on the Middle East agenda. Stating that humanitarian aid and reconstruction efforts in Gaza must be accelerated, Macron said that the call for an end to violence in the West Bank was also supported by the leaders. The French leader said, "We called for an end to the violence in the West Bank. This was a requirement that was recalled and supported by everyone."

Significant convergence achieved on Ukraine

Another main topic of the summit was the war in Ukraine. Macron stated that increasing military, energy, and economic support to Kyiv was discussed in meetings attended by Ukrainian President Volodymyr Zelenskyy. Drawing attention to Ukraine's resistance on the ground, Macron said, "Ukraine is advancing, it is resisting; Russia is retreating."

He said that G7 leaders expressed a common will to increase support for Ukraine regarding air defense systems, additional ammunition, interceptor systems, and long-range capabilities. Stating that Trump emphasized that the US defense industry should be mobilized for this support, Macron noted that the possibility of conducting some military production on Ukrainian soil through licensing in line with Ukraine's request was also on the agenda. Expressing that a clearer convergence was achieved within the G7 regarding Ukraine, Macron said, "This is the first time such a clear convergence has been achieved in the G7, and in my eyes, it is real progress."

Macron announced that work is underway on financing to support Ukraine's energy infrastructure and ensure the security of its facilities before winter. Arguing that Russia is not approaching peace negotiations seriously, Macron said, "President Trump, like all of us, determined today that Russia does not have a serious will to discuss peace."

Emphasizing that the decision regarding Ukrainian territory and potential peace negotiations belongs to Kyiv, Macron said, "The Ukrainians will discuss the territorial issue."

Reminding that the support given to Ukraine's territorial integrity is clearly included in the G7 text, Macron said, "Support for Ukraine's territorial integrity states the position of the G7."

"I have always trusted Trump"

Macron also responded to criticisms regarding his relationship with Trump. Stating that he does not hide their disagreements but that maintaining dialogue is necessary for diplomacy, Macron said, "As for the issue of trust, for my part, I have always trusted President Trump. Because I have always told him everything. When we had disagreements, we took ownership of them."

G7 decisions announced

In Macron's closing speech, the joint decisions adopted at the summit were also conveyed. In addition to geopolitical topics, G7 leaders unanimously adopted 9 separate declarations in the fields of health, digital security, critical minerals, the global economy, human trafficking, and the fight against drug trafficking.

In the geopolitical declaration, the agreement reached between the US and Iran was welcomed. The declaration stated that the agreement could pave the way for a more comprehensive diplomatic process that would prevent Iran from acquiring nuclear weapons and reduce regional threats. While a call for a robust and immediate ceasefire was made regarding Lebanon, support was given to efforts toward the disarmament of Hezbollah, the Lebanese state having a monopoly on weapons, and the protection of the country's sovereignty and territorial integrity.

Regarding Ukraine, support for the country's territorial integrity was reaffirmed. The leaders expressed a common stance on increasing pressure on Russia's war economy, strengthening sanctions including in the oil and gas sectors, and providing Ukraine with air defense and long-range capabilities.

Artificial intelligence, critical minerals, and economy

Long-term files related to technology, economy, and supply chains were also addressed at the summit. In the field of artificial intelligence, the safe development of advanced models, increasing cooperation among democracies, and protecting children in the online environment stood out.

Stating that the impact of artificial intelligence on democracy and societies can no longer be ignored, Macron said, "Neither political leaders nor economic actors can ignore the impact of artificial intelligence on our democracies and societies anymore. Therefore, the possibility and necessity of regulation are imposing themselves today."

A new resilience and production alliance was also formed within the G7 regarding critical minerals. The leaders agreed to reduce excessive dependence on a single country in supply chains and to act together against restrictions used as a tool of economic coercion in critical minerals. In this context, 195 projects announced in 2026 and an investment volume of 64 billion euros drew attention.

In the assessments regarding global economic imbalances, it was stated that China should address issues of overcapacity, state subsidies, and lack of domestic consumption. It was stated that Europe should invest more, and the US should focus on its budget and trade deficits.

Rejecting claims that the G7 was an anti-China summit, Macron said, "This G7 has never been anti-China. Because that is not France's position. It is unacceptable to say this."

"For the first time in G7 history, a special declaration on the fight against cancer was adopted"

In the field of health, joint decisions were taken on a coordinated response to the Ebola epidemic, cooperation in the fight against cancer, childhood cancers, and universal access to health services. Macron said that over 1 billion euros in resources have been pledged for an emergency response to Ebola, and that for the first time in G7 history, a special declaration on the fight against cancer has been adopted.

Stating that France's G7 presidency will continue until the end of the year, Macron noted that work at the ministerial level will continue on topics such as artificial intelligence, digital security, critical minerals, international financing, and global economic imbalances.
