Official signatures exchanged between Iran and the US, agreement reached: Here is the 14-point peace text

The peace process aimed at ending the war between the US and Iran has reached its final stage. Following long-standing negotiations, it had been stated that the two countries had reached an agreement and that signatures were expected to be exchanged.

The memorandum of understanding reached between the US and Iran has entered into force after being signed by US President Donald Trump and Iranian President Masoud Pezeshkian.

Iranian Foreign Ministry Spokesperson Esmaeil Baghaei also announced that the 14-point memorandum of understanding has been officially signed.

The Iranian Foreign Ministry stated that the agreement was signed digitally by the leaders of the two countries and has been put into effect.

US officials also confirmed the signing of the agreement in statements made to the Israeli press.

CNN ANNOUNCES THE TERMS OF THE AGREEMENT

While the details of the agreement were being awaited, a notable claim emerged from the US press. 

According to CNN, the United States shared the official text of the memorandum of understanding reached with Iran last weekend with the public.

CONSISTS OF A TOTAL OF 14 POINTS

The 14-point official document, titled the "Islamabad Memorandum of Understanding," includes the reopening of the Strait of Hormuz to commercial transit, the easing of certain financial restrictions on Iran, and a roadmap for how the nuclear program will be addressed in future technical negotiations.

A senior US official stated that the primary purpose of this text is to immediately open the Strait of Hormuz to civilian traffic and to compel Iran to destroy its nuclear materials.

WILL INITIATE A 60-DAY NEGOTIATION PROCESS 

The memorandum, which is planned to be signed in person in Switzerland next Friday, will initiate a 60-day process to negotiate the terms of a permanent final agreement.

Accordingly, the Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran is as follows;

COMMITTED TO NON-INTERFERENCE IN INTERNAL AFFAIRS

1 - The United States of America, the Islamic Republic of Iran, and their allies in the current war are signing this Memorandum of Understanding (MOU) to declare the immediate and permanent cessation of military operations on all fronts, including Lebanon; they hereby commit to not initiating any war or military operations against each other, to refrain from the use or threat of force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent cessation of the war on all fronts, including Lebanon, and the other provisions of this paragraph.

2 - The United States of America and the Islamic Republic of Iran commit to respecting each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs.

NAVAL BLOCKADE TO BE ENDED

3 - The United States of America and the Islamic Republic of Iran commit to negotiating and reaching a final agreement within a maximum of 60 days, subject to extension by mutual consent.

4 - Immediately following the signing of this Memorandum of Understanding, the United States will begin to lift the naval blockade and all forms of obstruction or interference against the Islamic Republic of Iran, and will completely end the naval blockade within 30 days. During this period, shipping traffic will be restored by the Islamic Republic of Iran in accordance with pre-war traffic volumes. The United States also commits to withdrawing its forces from the immediate vicinity of the Islamic Republic of Iran within 30 days after the final agreement.

300 BILLION DOLLARS FOR IRAN'S RECONSTRUCTION

5 - Upon the signing of this Memorandum of Understanding, the Islamic Republic of Iran will make its best efforts to make the necessary arrangements for the safe and free passage of commercial vessels from the Persian Gulf to the Sea of Oman and vice versa, limited to only 60 days. Commercial shipping traffic will begin immediately and will be fully established within 30 days, taking into account the removal of technical and military obstacles and mine-clearing operations to be conducted by the Islamic Republic of Iran. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman, in consultation with other Persian Gulf littoral states, in accordance with applicable international law and the sovereign rights of the states bordering the Strait of Hormuz, to determine future management and maritime services in the Strait of Hormuz.

6 - The United States commits to developing a mutually agreed-upon, definitive plan with its regional partners for the reconstruction and economic development of the Islamic Republic of Iran, amounting to at least 300 billion US dollars. The mechanism for the implementation of this plan will be finalized as part of the final agreement within 60 days. All necessary licenses, exemptions, and permits for the relevant financial transactions will be granted by the United States.

IRAN WILL NOT DEVELOP NUCLEAR WEAPONS

7 - The United States commits to terminating all forms of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors resolutions, and all unilateral primary and secondary US sanctions, within a framework to be determined as part of the final agreement. The Islamic Republic of Iran and the United States acknowledge the critical importance of terminating the aforementioned sanctions and declare their intention to address these issues immediately in negotiations to reach a mutual agreement.

8 - The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The United States and the Islamic Republic of Iran have agreed to resolve the fate of the enriched material stockpile in accordance with a mechanism to be mutually determined, consistent with the schedule specified in the seventh paragraph, and through the minimal method of down-blending in the field under IAEA supervision. The two parties have also agreed to discuss the issue of enrichment and other mutually determined matters regarding the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework to be agreed upon in the final agreement. The final agreement will confirm the provisions of this paragraph, and the Islamic Republic of Iran acknowledges the critical importance of the aforementioned nuclear issues. The parties declare their intention to address these issues immediately in negotiations to reach a mutual agreement.

US WILL NOT IMPOSE ADDITIONAL SANCTIONS 

9 - Until the final agreement, the United States and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status of its nuclear program, while the United States will not impose new sanctions and will not deploy additional military forces to the region.

10 - The United States commits that, immediately following the signing of this Memorandum of Understanding and until sanctions are completely terminated, the US Department of the Treasury will issue waivers for all relevant services, including the export of Iranian crude oil, petroleum products, and derivatives, as well as banking transactions, insurance, shipping, etc.

IRAN'S RESTRICTED FUNDS WILL BE RELEASED 

11 - The United States commits to making the frozen or restricted funds and assets of the Islamic Republic of Iran fully available for use upon the implementation of this Memorandum of Understanding. The United States and the Islamic Republic of Iran will mutually agree on the procedures for the release of these funds during negotiations. Said funds, whether held in the original account or transferred, will be made fully available for payment to any final recipient designated by the Central Bank of the Islamic Republic of Iran. The United States commits to issuing all necessary licenses and permits accordingly.

12 - The United States and the Islamic Republic of Iran agree to the establishment of an executive mechanism to monitor the successful implementation of this Memorandum of Understanding and future compliance with the final agreement.

NEGOTIATIONS FOR THE FINAL AGREEMENT WILL BEGIN

13 - Following the signing of this Memorandum of Understanding, and conditional upon the commencement of the implementation of paragraphs 1, 4, 5, 10, and 11 of this memorandum and the uninterrupted continuation of these measures; the United States and the Islamic Republic of Iran will begin negotiations exclusively on the remaining paragraphs toward a final agreement.

14 - The final agreement will be endorsed by a binding UN Security Council resolution.
