According to Downdetector data, users in Russia began reporting issues accessing YouTube starting this morning.

While some users stated that access to YouTube on their mobile phones has slowed down, others report that videos on the site no longer load on devices such as computers.

Kremlin Spokesperson Dmitry Peskov, in a statement regarding the matter, said, "I cannot say anything. It works normally on the phone, everything is loading."

Alexander Khinshtein, Chairman of the Information Policy Committee of the State Duma, the lower house of the Russian parliament, stated on July 26 that the speed of YouTube would be reduced by 70 percent due to its stance toward Russia.

Russia had previously imposed access bans on sites such as Facebook, X, and Instagram.
