TikTok removed more than 211 million videos
In the first quarter of 2025, TikTok removed over 211 million videos from its platform for violating community guidelines, while the intervention rate for violations in live broadcasts reached a record level with a 50 percent increase.

TikTok has released its Community Guidelines Enforcement Report for the January-March period of 2025. According to the report, more than 211 million videos worldwide were removed from the platform in the first three months of the year for violating community guidelines.
More than 99 percent of this content was removed without user reports, and 94 percent was deleted within twenty-four hours.
The report also highlighted data regarding Turkey. During the same period, TikTok removed a total of 5 million 38 thousand 255 videos in Turkey for violating its rules. While 99.2 percent of the content in Turkey was detected without user reports, 95.9 percent was removed from the system within twenty-four hours.
RECORD INCREASE IN INTERVENTIONS FOR LIVE BROADCASTS
TikTok's content moderation systems have increased their effectiveness not only in video posts but also in real-time broadcasts. In the first quarter of 2025, more than 19 million live broadcasts identified as violating community guidelines were terminated by the platform. This figure represents a 50 percent increase compared to the previous period. The data points to TikTok's determination to protect safety and digital well-being in live broadcasts as well.
The report showed that the most intensive interventions were made on content that threatens the digital well-being and safety of young people, contains age-limit violations, and includes misleading information. Accordingly, content removed under the policy for the exploitation of minors accounted for 39.4 percent of total removals. 94.1 percent of these videos were deleted from the platform before receiving any views, and 97.5 percent were removed within twenty-four hours. In addition to content moderation, TikTok has increased user-based checks to ensure compliance with the platform's age restrictions. More than 21.4 million accounts identified as being under the age of 13 were removed from the platform for violating community guidelines. During the same period, posts containing misleading information were also addressed. These contents, which made up 45.5 percent of all removed videos, were deleted from the platform before being viewed in 82 percent of cases, and within twenty-four hours in 92.8 percent of cases.
FOCUS ALSO INTENSIFIED ON ADVERTISING POLICY VIOLATIONS
Audits targeting advertisers acting in violation of advertising policies also intensified during the January–March period. A total of 14 million 898 thousand 568 advertisements were removed from the platform due to violations of advertising policies. The vast majority of these violations occurred as a result of actions taken directly at the account level. The report also included information that internal audit processes for advertising safety have been strengthened.
EFFECTIVENESS OF AUTOMATED SYSTEMS IS INCREASING
According to the report, the majority of content moderation was carried out by automated systems. While more than 99 percent of removed content was detected without any user reports, more than 90 percent was removed from publication without receiving any views. 94 percent of total violations were deleted within twenty-four hours. The automated intervention rate exceeded 87 percent, reaching the highest level in TikTok's history.
TikTok has also started a new pilot process for comment moderation using large language models (LLMs). It was stated that these systems, which can understand human language and perform complex tasks with a high accuracy rate, have yielded positive results both in the more effective detection of violating comments and in the prevention of incorrect removals. According to the report, AI-powered moderation technologies directly affected not only the sensitivity of interventions but also the well-being of content moderators. Throughout 2024, a 60 percent decrease was recorded in the manual removal of content classified as "violent and disturbing." The majority of such content is now detected directly by automated systems. Furthermore, thanks to AI-powered solutions, specific claims are separated from videos containing misinformation and directed directly to moderators or fact-checking partners.
