The Committee of Ministers of the Council of Europe has published its annual report on the implementation of European Court of Human Rights (ECHR) judgments by member states.
According to a report by Euronews, as of the end of 2023, Turkey became the country with the highest number of “leading cases,” which require specific and often broad-ranging measures to ensure that the same human rights violations do not recur.
Accordingly, at the end of 2023, there were 124 “leading cases” for Turkey, 115 for Romania, 103 for Ukraine, and 89 for Bulgaria.
As of the end of 2023, Turkey ranks third in the number of pending cases (446), following Ukraine (766) and Romania (476). According to the 2023 statistics report published by the ECHR in January, Turkey is the country with the highest number of pending applications from last year. According to ECHR data, complaints originating from Turkey account for 23,397 of the total workload of 68,450 applications received by the court. Accordingly, 34.2 percent of pending cases are from Turkey. The vast majority of these cases consist of applications made following the 2016 coup attempt.
